General Summary

Directs and supervises the emergency management services/communications within Door County by planning, developing and implementing a comprehensive emergency management program while ensuring that all Emergency Management Services programs fulfill the requirements and mandates of federal and state law. Develops, in cooperation with other County departments, a Disaster Recovery Plan, and oversees the County’s contracts for the Emergency Medical System and Hazardous Materials Response team. The Director is responsible for public safety communications, including oversight of the Telecommunications Center. This position is appointed and reports to the County Administrator.

Duties and Responsibilities

Essential Job Functions
1. Responsible for leading the department, providing strategic direction and managing employees within Emergency Management and the Emergency Communications Center.
2. Works closely with local, regional, state and federal Emergency Management Agencies including the board appointed PSCEM Committee and the Local Emergency Planning Committee, to prepare and coordinate all aspects of the County Comprehensive Emergency Management Plan (CEMP) and Continuity of Operations Plan (COOP).
3. Assists in the Emergency Management and Emergency Planning and Community Right to Know Act (EPCRA) annual budgets and may present to appropriate committees and County Board in the absence of Emergency Services Director.
4. Develop and promulgate EPCRA County-wide plan and facility off-site plans in accordance with state and federal requirements. Advise Local Emergency Planning Committee (LEPC) of ongoing activities. Oversee LEPC as directed by state statutes. Advise the State Administrator of Wisconsin Emergency Management (WEM) of all emergency planning for the county and render such reports as required.
5. Required to respond within one (1) hour of notification to make contact with County Administration.
6. Responsible for maintaining compliance in all aspects of emergency management.
7. Responsible for maintaining the Wisconsin Plan of Work.
8. Represents the County and interacts proactively with the media in ensuring the dissemination of the appropriate message during emergency events.
9. Provides advice and guidance to the County Administrator regarding emergency management-related efforts the County should undertake.
10. Responsible for and implementing technology innovations within the Communications Center.

11. Works closely with the Communication Advisory Sub-Committee to ensure the long term needs for emergency communications in the County.
12. Provide truthful and accurate written and verbal communications.
General Functions

1. Responsible for recommending, planning and implementing new state of the art technology changes within the Communications Center and coordinating with the County’s public safety, technology, and other emergency response staff.
2. Develops strategies to ensure that the County’s emergency management plans address the
needs of a culturally and economically diverse population.
3. Managing the needed resources and staff during emergencies while maintaining the public
confidence in the County’s ability to handle the situation including ensuring communications updates
are provided to the County Administrator, staff, media and the public.

Requirements

Training and Experience

1. Bachelor’s degree in Public Administration, Public Safety, Emergency Management, or related
area; also considered – extensive work related experience along with education.
2. Three (3) or more years’ experience in managing emergency programs and communications; experience in government, industry or military service which two (2) years must have been in a progressive planning capacity.

Knowledge, Skills and Abilities Required

1. Ability to Develop and implement emergency management programs.
2. Knowledge and ability to manage the budget.
3. Ability to assess and implement cutting edge communications technologies, including 911 systems, CAD systems, radio, and portable intelligent devices.
4. Able to communicate effectively both orally and in writing during the normal course of business and in emergency situations as well as making public presentations.
5. Develop and maintain proactive, effective relationships with a variety of stakeholders including other department directors and other County staff, regional representatives, community leaders and volunteers.
6. Broad understanding of County interests, programs, and initiatives and of the relationship with, and the impact of, complex interdepartmental issues on community planning and development issues
7. Demonstrated strong community engagement and visible leadership in addressing emergency functions/issues or similar challenges, and a record of effectively balancing competing community interests and resource demands.
8. An innovative and strategic thinker who is capable of seeing the broader picture while simultaneously managing complex community planning and development issues and projects.
9. Confident political astuteness with the ability to remain calm under pressure.
10. Ability to constructively engage with a community that is diverse, well-educated, knowledgeable and highly involved in all aspects of local government, and to build consensus on highly controversial issues.
11. Ability to respect, acknowledge, and manage current operations while looking for ways to improve and/or enhance efficiency and effectiveness of service to the public.

Physical & Working Conditions

Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds.
Intermittent standing, walking and sitting; occasional driving. Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls. Occasional bending, twisting, squatting, reaching and grappling. Communicating orally in a clear manner. Distinguishing sounds at various frequencies and volumes. Distinguishing people or objects at varied distances under a variety of light conditions.
Nearly 100% of time work is performed in a normal office setting with little or no discomfort from temperature, dust or noise. Interacting with other employees, general public, whether walking in or on the telephone may be encountered.

Over 75% of work is performed seated at a desk, working on a computer keyboard and/or telephone with about 10% of work performed standing and walking. Over 75% of the work is performed by talking, hearing, and using both far and near vision. Occasional lifting is required up to 10 lbs. (i.e. paper and equipment).

In an effort to provide for continuity of County government and to cope with the problems of the emergency, you may be required to work during a proclaimed state of emergency, consistent with Sec. 323.14, Wis. Stats. and County emergency management plans and programs.
