Salary: $77,022 to $88,004/annually
CURRENT OPPORTUNITY TO JOIN OUR TEAM:
The Wood County Human Services Department, Behavioral Health Division, has an immediate opening for a Outpatient Clinic Manager.
GENERAL FUNCTION:
The purpose of this position is to supervise and coordinate the operations and staff of the River Block Behavioral Health Clinic. The clinic provides integrated mental health and substance use disorder treatment services including: Day Treatment, Individual and Group Counseling, Case Management, Intoxicated Driver Program, and Outreach/Prevention efforts. The Behavioral Health Outpatient Clinic Manager has responsibility for the oversight of treatment services, and for providing clinical leadership and supervision of licensed mental health professionals and substance use disorder counselors.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
-Responsible for the appropriate disposition of clients seeking outpatient mental health and substance use treatment, including referral to appropriate clinician, and receiving appropriate and timely services. Promotes evidence based practice.
-Communicate on a regular basis with the Behavioral Health Division Administrator and Medical Director regarding scheduling of patients, clinical supervision of staff, policies and procedure changes for the clinic, initiatives for service delivery, and implementation of new technology.
-Responsible for maintaining compliance for state certification of outpatient clinic programs covered by DHS 75.12, 75.05, 75.13, and DHS 35 (converting to DHS 75.14, 75.15, 75.50 and 75.52 as of 10/1/2022). Develops and monitors policies and procedures, leads quality improvement projects. Modifies plans and services based upon quality improvement findings and client satisfaction surveys.
-Assists in the development of operating budget and capital outlay requests. Monitors revenues and expenditures. Responsible for day-to-day operations including scheduling of staff for needed clinic coverage, approval of time cards, and time off requests in compliance with existing policies.
-Supervises outpatient mental health and substance use treatment staff. Assures appropriate collaboration/clinical supervision of staff involved with outpatient programs in compliance with certification requirements. Recommends program personnel requirements, staff hiring and promotions. Addresses personnel performance issues through annual performance reviews and disciplinary measures, if warranted. Supports the Mission, Vision, and Values Statements of the Department and works toward stated goals.
-Maintains a limited caseload of therapy clients providing mental health and /or substance use treatment services including assessment and treatment plan development; individual, family, and group therapy as identified in the treatment plan; consultation and education services to clients, organizations, and community agencies
-Assists with covering clinical consultation for Crisis staff as needed in keeping with requirements for State Certification under DHS 34, subchapter III.
-Provides consultation, supervision, direction for staff within the division in the absence of their immediate supervisor.
-Oversees the provision of telehealth services and services provided at branch office locations in keeping with requirements for under DHS 75, 34, 35, and 61.91.
-Responsible to know and practice the Safety policies of Wood County. Perform all job tasks in a safe and prescribed manner.
B. OTHER DUTIES
-Acts as liaison to other departments within Human Services and the County, and community agencies. Attends and participates in various meetings as needed.
-Develop service agreements with various agencies, providers, and clergy.
-Prepares and gives presentations to community groups/organizations to educate and promotes integration of adults with mental health and substance use issues into the community.
-Supports BH/LTS Mission and Vision, and as part of the BH/LTS management team, identifies and works toward stated goals.
-Assumes administrative responsibilities as assigned by the Division Administrator during absences.
-Any other duties as may be assigned.
MINIMUM TRAINING AND EXPERIENCE TO PERFORM ESSENTIAL JOB FUNCTIONS:
Must have a Master’s Degree in Social Work or Human Services related field plus 3,000 hours of post graduate supervised clinical work. Must be a Licensed either as Clinical Social Worker or Licensed Professional Counselor in the State of Wisconsin. Minimum of five years’ experience as a therapist treating mental health and substance use disorders. Three years experience in management, including supervision of staff, budget preparation, and program compliance preferred. Knowledge and skills related to consensus building with staff, both within the unit and across division units. This position may require travel to and from off-campus sites. Individual may use personal vehicle or other means of reliable transportation.
