Job Summary
Interprets and audits action sheets. Completes various processing and reconciliation procedures related to payments for foster care and other child placement programs.

Essential Duties
Prepares monthly and weekly accounts payable for child protective and juvenile justice services. Includes review and acceptance of authorizations for care and services; compare invoices to contracts determining that billed rates and services are within contract approved rates; preparation of appropriate forms and vendor numbers for new providers; as well as auditing, reconciling and processing invoices for payment.

Exercises considerable initiative, judgment and specialized knowledge in the application of established policies and procedures under a variety of complex situations.

Responsible for remaining current and up-to-date regarding database changes and in application of established procedures; i.e. reading manual updates, attending instructional meetings, etc.

Review and determine eligibility for children placed in substitute care following prescribed procedures and performs the following related tasks:

Validate and verify accuracy of payment processing on a weekly and monthly basis
Work with caseworkers as needed to make any corrections in forms / information submitted to Finance for processing
Refers for child support assignment if there is court ordered support

Audits weekly and monthly billings from Group Homes and Institutions to ensure correct payment.

Prepares Foster Home, Group Home and Institution payment batches.

Prepares all internal end of the month reporting, as needed.

Prepares reports and claims to be submitted to the state.

Processes recoupments for Foster Home, Group Home and Institution programs.

Overpayment reconciliation, making necessary adjustments and referring to collections clerk as needed.

Minimum Qualifications Required
Education and Experience:

Associate Degree in Accounting or related field preferred, with two years of office experience of which one year is equivalent to the Clerk III level; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.

Knowledge, Skills & Abilities
Knowledge of general office practices and skill in the application of those practices.

Knowledge of the departmental programs, operations, and policy with respect to general functions performed.

Knowledge of and ability to utilize a computer and the required software.

Experience in working with different databases

Skill in meeting varied, difficult and complex office situations.

Skill in the operation of general office equipment.

Ability to meet the public and to establish and maintain effective working relationships with the public and co-workers.

Ability to work with different government entities and vendors

Ability to assume responsibility and to work independently or as a team.

Ability to prioritize and multi-task

Ability to understand and carry out complex and difficult oral and written instruction.

Ability to perform full data entry at a speed of 80 net keystrokes per minute.

Ability to work the required hours of the position.

PHYSICAL DEMANDS:

Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds.
