Starting Wage Range: $38.51/hr. – $42.44/hr.

Requirements:

Bachelor’s Degree in Human Resources Management, Industrial Relations, Public Administration, Business Administration, Psychology or related field and five (5) years of progressively responsible human resources related experience. Equivalent combination of education and experience which provides necessary knowledge, skills, and abilities may be considered.

PREFERRED QUALIFICATIONS

Previous supervisory experience.
SPHR, SHRM-SCP, CLRP, IPMA-CP, or other professional human resources certification.
Previous experience in public sector human resources administration.

POSITION SUMMARY

This position is responsible to assist with the administrative oversight, visioning, leadership, planning, coordinating and control of the Human Resources Department. Administers a broad range of human resource management functions County-wide, including: labor relations, employment relations, staffing, compensation, employee benefits, policy and procedure development, training and development, performance management, personnel records, workers compensation, and compliance.

ESSENTIAL FUNCTIONS

Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses.
Participates in the interviews and selection of new employees assigned to Department. Provides training, instructions, and ongoing training needs. Provides coaching and/or counseling. Assists the Director in assigning tasks, reviewing work, and preparing performance evaluations. Reviews and approves staff payroll in absence of the Director. Recommends employee transfers, promotions, disciplinary action, and discharge.
Develops organization strategies by identifying and researching human resources issues; contributes information, analysis, and recommendations to organization strategic thinking and direction.
Reviews County HR policies to ensure compliance with State laws, Federal regulations, etc., and revises policies to maintain compliance. Researches, develops, and recommends new and modified policies as necessitated by changes in law or rules and regulations.
Implements human resources strategies by carrying out established department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations.
Complies with Federal, State, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
Provides guidance and interpretation to the collective bargaining agreements. Researches and prepares background information for contract negotiations.
Investigates unemployment compensation claims, and coordinates County representation for unemployment compensation hearings, when assigned.
Testifies in administrative or Court proceedings regarding investigations conducted, disciplinary actions, and/or interpretation/implementation of County policies and procedures, as needed.
Assists in the administration of the employee performance evaluation system.
Assists in the administration of the County’s classification system, including the development and revision of job descriptions and evaluation and placement of positions within classifications.
Assists in the administration of the compensation and fringe benefit programs in compliance with union contracts, County policy, FLSA and related State & Federal laws and regulations.
Assists supervisors, managers, and directors in resolving complex, sensitive human resources problems.
Addresses issues and questions posed by general employees regarding interpretation of County policies, labor contracts, labor and employment law, benefit programs and personnel management concerns; refers complex legal issues to County’s labor counsel as appropriate.
Ensures compliance with County policies and laws effecting employment such as the Fair Labor Standards Act (FLSA), EEO, Fair Employment Practices and the Americans with Disabilities Act (ADA); responsible for related complaint investigation.
Coordinates the Workers Compensation Program. Advises Third Party Administrator on settlement issues. Monitors overall program, developing and instituting changes as necessary.
Serves as leave administrator, processes leaves for appropriate approvals under State and Federal law and County policies.
Serves as background check coordinator.
Assumes responsibility for the director of the Department in the absence of the Director.
Assist Information Technology with planning, configuration and structuring the County’s HRIS system needs.
Other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS

Minimum Requirements:
Extensive knowledge of principles, practices, and techniques of public personnel administration and human resources management.
Thorough knowledge of Human Resources techniques utilized in employee relations, discipline, recruitment, job classification, job analysis, record-keeping, labor relations, and training.
Knowledge of application and interpretation of Federal, State, and local laws, regulations, codes, ordinances, and legal precedents governing human resources administration, labor relations, and civil rights.
Knowledge of management and supervisory principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
Knowledge of principles, procedures, and techniques of labor contracts and negotiations.
Knowledge of the County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
Ability to effectively utilize the principles of strategic and long and short-range planning.
Skill in analyzing complex administrative information and issues, defining problems, and evaluating alternatives and recommending methods, procedures, and techniques for resolution of issues.
Ability to research and analyze detailed information and make appropriate recommendations.
Ability to develop department goals and objectives.
Ability to plan, develop, implement, and evaluate projects and programs.
Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
Ability to prepare, recommend and monitor an operating budget, including line-item budgeting.
Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time-off, and maintaining personnel records.
Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
Ability to instruct and train in methods and procedures.
Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
Ability to establish and maintain accurate records of assigned activities and operations.

PHYSICAL AND WORK ENVIRONMENT

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
Work has standard vision requirements.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Work is generally in a moderately noisy office setting.
