Job Description:

Reporting to the County Executive, the Development and Land Services Director supervises and directs planning & zoning, economic & community development, and land information activities within the County. Performs related duties involving the coordination of county real estate, facility and campus planning.

Through leadership, accountability, community engagement and collaborative partnerships, the Director promotes thoughtful and deliberate use of resources and helps devise and implement innovative solutions to ensure the future health, safety and welfare of Outagamie County.

Key Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

*Directs, administers and manages the operations and personnel of the Development & Land Services Department; develops and monitors internal policies and procedures; develops and administers the annual department budget; supervises, directs and evaluates the activities of all Department staff, either directly or through senior staff.
*Directs the development of work plans for functional areas of the department and monitors the results of work plans to identify if outcomes were achieved.Direct and provides administrative oversight in developing new departmental plans and programs.
*Oversees the development of the County Comprehensive Plan in a manner that engages and seeks alignment with our communities and various stakeholder groups. *Proactively works to implement plan goals and recommendations via policy and ordinance changes, collaboration with County departments, local municipalities, the regional planning commission/MPO, and aligned organizations; Development and implementation of specific plans (e.g. Farmland Preservation, Recreation & Open Space, Transportation, Campus Master Plans, Strategic and other functionally specific plans), programs, projects and activities.
*Oversees the administration of comprehensive/general, airport, wetland, shoreland, and floodplain zoning, nonmetallic mine reclamation, land division, and onsite waste (POWTS).Continuously monitors and leads community discussions to draft new zoning and other regulatory ordinances and amendments to existing ordinances which are in alignment with Goals and Objectives of the County Comprehensive Plan.
*Collaborates and coordinates with County departments whose activities and policies directly affect the built environment to 1) provide oversight/guidance regarding real estate, parking management, facility/space utilization planning, and campus/departmental planning & development and 2) ensure policy alignment and consistency with the County Comprehensive Plan and/or other specific planning documents or county policies.These departments include: Parks; Highway; UW-Extension; Solid Waste & Recycling; Land Conservation; Airport; and Maintenance.
*Serve as the County lead for economic and community development; via the Comprehensive Plan and other policy instruments, establishes strategy for long-term County growth & development of the County; liaisons with aligned organizations and county departments to ensure strategy alignment and implementation.Oversees the administration of the County business revolving loan funds.
*Oversees the long range development of the County’s Geographic Information System (GIS) and land information services, including property listing, county surveyor function, data collection, maintenance, and analysis, and the land information council.
*Builds and sustains partnership and liaisons with strategic groups to further the Department and County’s goals and objectives.Serves on various boards, commission and/or committees as needed.
*Oversees requests for proposals for consultant contracts; negotiation; reviews and approves contract change orders; negotiates with contractors on various aspects of projects.
*Maintains regular and predictable attendance, works overtime/extra hours as required.
*Attends a substantial number of evening meetings
*Performs other duties as assigned.

Education/Certifications/Experience Requirements:
Bachelor’s degree in Planning, Urban Studies, Public Administration, Geography or a related field, Masters Degree and AICP certification preferred
Six to nine years planning & zoning/community development and supervisory experience
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities

*Knowledge of real estate terminology, laws, practices, principles, and regulations
*Ability to add, subtract, multiply, divide, calculate decimals and percents, and make use of the principles of descriptive statistics.
*Knowledge of computer applications including Microsoft Office, Internet applications, and GIS

*Ability to comprehend and interpret a variety of reference, descriptive and advisory data and information such as labor agreements, personnel manuals, billing invoices, architectural drawings, attendance and other records, technical reports, purchase requisitions, State statutes, professional literature, research documents, planning texts, County policies, zoning ordinances, budgets, and general correspondence.
*Ability to communicate effectively & persuasively, verbally and in writing, with the County Executive and County Board members, county department directors and staff, utility companies, city, town, and village officials, architects, engineers, developers, property owners, leaders of economic development, environmental and housing related organizations, State agencies, news media and the general public.

Physical Requirements
*Ability to operate a variety of office equipment including personal computer, calculator, fax machine, telephone, photocopier, etc.
*Requires the ability to coordinate eyes, hands, feet and limbs in performing coordinated movements such as typing and using survey equipment,
*Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a keyboard or workstation.
*Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.
