POSITION SUMMARY:
The Pretrial Case Manager provides pretrial screening and assessment and case management services to best identify the risk and social support needs associated with those entering the community justice system. This position performs professional work case managing within the St. Croix County Pretrial Program and supports program participants throughout the pendency of their case. The position conducts pretrial assessments, and case management duties for pretrial participants. The position monitors compliance of participants, generates recommendations to the Courts and case plans, locates treatment and other community services for participants, prepares reports and legal documents, and maintains case files for use in Court.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Complete assessment and screening for offenders/defendants using the COMPAS, PSA, or other tools identified through the referral process. Conduct face to face assessments with individuals, at the office, in the community or other locations to identify needs including substance abuse, criminogenic needs, risk level, medical, psychological, vocational, social, family, and daily living.
• Facilitate cognitive behavioral therapy (MRT) groups to individuals referred by treatment court, the diversion program (DA’s office), and the Department of Corrections (DOC).
• Develop and maintain relationships with the Courts, law enforcement, District Attorney’s office, Public Defenders office, DOC, jail personnel, and stakeholders to improve supervision and agency coordination.
• Develop and maintain confidential filing system; facilitate data collection necessary to identify and monitor local trends related to court case processing, prevalence of specific risk and needs factors, etc.
• Attend bi-monthly meetings of the St. Croix County Community Justice Collaborating Council (CJCC). Prepare and present relevant data and reports to the Council as requested. Participate in CJCC subcommittee meetings as required and related activities as assigned.
• Document all referral contacts and assessments; prepare assessment reports and other written materials; comply with all record-keeping requirements. Enters assessments results into the CORE Reporting System for Diversion participants when required.
• Communicates regularly with those needing services and their service providers to monitor the participant’s compliance with the Pretrial Bond requirements.
• Completes data entry into multiple case management systems regarding program participants and assists with preparing reports for the court, CJCC, and other stakeholders.
• Maintains complete and accurate case records for each participant including case plans, record of appointments, payments received, case review dates, due dates, and other relevant information.
• Prepares paperwork and documentation regarding the Assessment and Pretrial Program including agreements, referrals, correspondence, motions and stipulations, and other legal documents.
• Performs offender interviews to obtain background information and explain program objectives, procedures, rules, consequences, and purpose to the offender.
Sorts, files, and indexes correspondence/documents regarding the program and/or participant information.
• Attends court hearings, responds to questions asked by judges, and testifies, when necessary, in addition to drafting monthly/quarterly reports for judges on participants as requested.
• Communicates concerns of problems with participants to the Courts – may attend daily Bond or Court dates.
• Generates Pretrial recommendations determined by the results of a risk/needs assessment and the Court request for specific conditions for each participant.
• Provides recommendations to the Prosecutor regarding participation, revocations, extensions, or rejections of participants.
• Attend training and other work-related conferences as necessary to stay current with relevant best practice standards, local/state/national trends and technology as it relates to treatment courts, diversion programs, risk and needs assessments, and other criminal justice activities.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS
• Associate degree in Criminology, Criminal Justice, Substance Abuse, or closely related field.
• Three (3) years of experience working in a community justice system or combination of related experience within a government operation.
• Must successfully pass criminal background check and be TIME certified.
• Must obtain COMPAS certification within six months of hire.
• Must obtain certification in Pretrial Services within six months of hire.
• Must obtain Moral Reconation Therapy (MRT) certification within three months of hire

Full Pay Range: $43,556-$58,641
Expected Pay Range: $43,556-$48,813
