Job Summary
Develops and implements facility space plans as necessary to support county programs. Develops and implements project plans for improvements, renovation, construction, or lease of new facilities. Manages and coordinates budgeting, scheduling, design, bidding, construction, furnishings and relocation requirements for public construction and renovation projects. Oversees the delivery of quality construction on time and within budget.

Essential Duties
Completes the construction plan each year in cooperation with other departments within the company.

Develops and monitors construction documentation to ensure corporate financial protection, including progress payments, retainage and general bonding procedures.

Reviews and manages project budgets, consultants and contractors; supervises the administration of contracts and approves payments and change order.

Manages correspondence, project documents, contracts, change orders, project budgets and schedules as it relates to architecture, engineering, construction and contracts.

Monitors and reviews new materials, advanced technology, construction techniques, schedules and cost.

Prepares new formats for projects, construction-related forms and standard communication tools.

Prepares cost estimates, schedules, correspondence, contracts and purchase requisitions for assigned projects.

Monitors, inspects and coordinates progress on a daily basis including architectural, electrical and mechanical systems, signage and landscaping.

Ensures all punch-list items are complete, lien waivers and a certificate of occupancy have been obtained before any final payments approved.

Assists in the selection of design, construction, furnishings and other project-related providers.

Coordinates project requirements with in-house providers.

Establishes, maintains and promotes and on-going relationship with the line organization.

Provides leadership and direction to County staff.

Serves as team leader as a source of expertise.

Develops, communicates, reviews, evaluates and monitors Facility Management policies, procedures and standards.

Ensures procedures are in compliance with State and Federal rules and regulations and that they provide for a safe and secure environment for customers and employees. Establishes security policies and procedures.

Assists the Facility Director with the preparation and administration of the annual budget. Develops cost control measures for department expenses. Conducts financial and life cycle cost analysis regarding leases, contracts and equipment purchases. Gathers historical budget data, develop budget forecasts, and develops budget reports.

Creates and develops financial analysis of assets and processes and gives recommendations for improvement. Includes collecting and analyzing data to ensure maximum utilization of the County’s assets: employees, buildings, and equipment.

Manages all computer related Facilities Management systems: Archibus Facilities Management System, AutoCAD, Checkpoint Card Access/Security System, and Building Control Systems. Identifies, develops and manages information needed to maintain a safe and secure and efficient work environment.

Manages, operates, and trains staff on Facility Management service requests process. Coordinates scheduling work orders and projects with the appropriate managers, department representative, and outside contractors.

Manages, develops, and maintains architectural, electrical, plumbing, furniture, equipment and fire protection drawings; maintains space drawings and databases.

Develops and maintains preventive maintenance system for all buildings, equipment, and vehicles.

Manages, operates, and trains staff on the Card Access/Security System. Provides user data, schedules access and monitors activity to ensure security of the buildings and occupants.

Assumes additional responsibilities in the absence of the Facility Director.

Minimum Qualifications Required
Education and Experience:

Bachelors Degree in Engineering or Construction Management; 5-10 years of experience in Facility Planning, Space Planning, or Project Management; expertise in construction methods and
technology and CAD expertise; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities. AutoCAD experience preferred.

Licenses and Certifications:

Valid Wisconsin Driver’s License
Certified Project Manager, preferred

Knowledge, Skills & Abilities
Knowledge of budget preparations.

Knowledge of and ability to utilize a computer and the required software.

Knowledge of and ability to perform strategic capital planning.

Knowledge of and ability to develop short range and long range space plans.

Knowledge of principles, practices and procedures of project management and administration.

Knowledge of American Institute of Architecture documents, series A, B, C and D.

Knowledge of mechanical, electrical, architectural and structural systems.

Knowledge of facility construction, construction materials and methods, industry principles, practices and procedures.

Knowledge of building codes and regulations.

Ability to develop financial analyses and make recommendations based on the analyses.

Ability to develop and administer construction contracts.

Ability to maintain accurate records regarding project schedule, labor, and materials data.

Ability to interpret and develop drawings and plan specifications for construction projects.

Ability to interpret blue prints and building plans.

Ability to establish and maintain effective working relationships with employees, contractors, officials and the public.

Ability to communicate effectively both orally and in writing through the use of engineering or construction terminology.

Ability to work the required hours of the position.
