Public Health- Environmental Health Manager

Job Summary
Responsible for the coordination and supervision of the Environmental Health Unit, including oversight of the public health laboratory.

Essential Duties
Environmental Health Duties:

Plans, organizes, and directs the operation of the Environmental Health Unit.

Plans, organizes, coordinates, and evaluates all environmental health program services, including compliance with local codes, state regulations, and federal requirements.

Administers approved agent contracts with state agencies (e.g., DATCP) to provide services authorized under state statute.

Communicates with policy makers, board members, and others regarding public policy issues that impact the department.

Facilitates effective working relationships with state, federal, and other regional and local agencies.

Supervisory Duties:

Supervises environmental unit staff including, but not limited to, public health sanitarians and laboratory technicians.

Assigns and schedules assignments, reviews work, and evaluates performance of sanitarian staff, laboratory staff, and other staff assigned to the environmental unit.

Assists sanitarian staff with problem solving and direction in unusual situations, difficult cases, enforcement actions, and condemnations.

Screens, interviews, and hires sanitarian, laboratory staff, and other staff assigned to the environmental unit.

Orients new employees, conducts and supervises training, evaluation and continuing education programs.

Laboratory Duties:

Plans, organizes, and directs the operation of the public health laboratory.

Supervises the collection of specimens, including running and interpretation of all routine lab tests and procedures; supervises special testing projects. Supervises shipment of specimens for specialized testing.

Advises appropriate personnel of test results and makes recommendations in regard to potential public health hazards.

Maintains laboratory and its certification according to State and CDC (Center for Disease Control) standards.

Directs inventory analysis to assure proper levels of reagents and consumables, equipment, and supplies.

Assures laboratory equipment is in an acceptable operating condition and functioning adequately during analysis.

Responsible for investigating new programs and evaluating current programs to provide maximum service and utilization of available lab facilities. Schedules lab sampling whenever indicated in conjunction with nursing and other environmental health activities.

Administrative Duties:

Develops and implements policies and procedures for environmental programs and health department laboratory. Reviews, modifies and ensures compliance with policies and procedures.

Meets regularly with environmental unit staff and support staff.

Assists in development of annual department budget, provides input and oversees/monitors expenditures related to the environmental unit and laboratory.

Develops budget performance measures for environmental unit programs and monitors completion.

Assembles data and prepares special reports.

Interacts with media representatives and conducts interviews.

Receives and responds to inquiries and requests for information and/or requests for service including after normal business hours.

Attends and represents the department at meetings, coalitions, committees, and collaborative projects.

Attends seminars, meetings and in-service training related to environmental unit programs.

Participates in training and exercises/drills to prepare for and respond to public health threats in accordance with county and departmental emergency response plans.
Minimum Qualifications Required
Education and Experience:

A Public Health Sanitarian registered under chs. SPS 174 to 177 and s. 440.98 preferred, RS eligible required (meaning appropriate coursework completed)

Bachelor’s degree in chemistry, microbiology, environmental health, public health, or related science field, Master’s degree preferred

3 or more years of progressively responsible full-time experience in public health/environmental health or related science field required

Supervisory experience in a public health department preferred

Supervisory experience in a environmental health laboratory preferred

Licenses and Certifications:
Valid Driver’s License
Public Health Sanitarian registered under chs. SPS 174 to 177 and s. 440.98
Knowledge, Skills & Abilities
Knowledge of the principles and practices of current environmental sanitation standards of practice.

Knowledge of federal, state and local laws, codes, rules and regulations pertaining to environmental sanitation.

Knowledge of the techniques, methods and practices used in inspection programs.

Knowledge of the principles and practices of supervision and management.

Knowledge of Public Health 3.0 and the Public Health Essential Services

Basic knowledge of the principles and practices of microbiology and chemistry.

Basic knowledge of standard clinical laboratory methods and techniques.

Basic knowledge of the use and care of laboratory equipment and materials.

Skill in planning and evaluating environmental sanitation programs.

Skill in supervising and evaluating the work of others.

Skill in inspections of a complex nature.

Skill in dealing effectively with the public, elected officials, and staff.

Skill in conflict resolution and the ability to maintain composure in stressful situations.

PHYSICAL DEMANDS:

Ability to lift 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds.

Intermittent standing, walking and sitting; occasional driving.

Must be capable of using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls.

Occasional bending, twisting, reaching, squatting and climbing.

Ability to communicate orally in a clear manner.

Ability to distinguish sounds at various frequencies and volumes.

Ability to distinguish people or objects at varied distances under a variety of light conditions.
