Job Summary
Organizes, directs and supervises the maintenance, alteration and repair of Brown County buildings, grounds, equipment and machinery in accordance with local, state and federal regulations under the direction of the Facilities Director. Must have the ability to work independently, supervise, organize, coordinate and assign work to maintenance personnel, train staff and effectively utilize monetary and staff resources. Supervises department personnel in performance of skilled work in the following areas: carpentry, HVAC, steam fitting, plumbing, electrical and mechanical maintenance.

Essential Duties
Plans, assigns and schedules the work of maintenance and facility worker staff involving plumbing, heating, refrigeration, grounds maintenance, electrical systems, boilers, compressors, ventilation, chillers, generators, water softeners, laundry, dietary and other related equipment; determines daily work priorities.

Develops and implements preventive maintenance program for buildings, equipment and grounds to ensure that premature failures do not occur resulting in high repair and replacement costs.

Supervises and trains employees in the operation of equipment and in policies and procedures; directs and maintains safety standards for staff and equipment; addresses employee problems and concerns; assigns, plans, coordinates and reviews work; evaluates performance and makes recommendations on disciplinary actions.

Analyzes equipment failure and uses technical skills for corrective action; plans, analyzes, and recommends replacement and updates of equipment.

Utilizes computer applications including maintenance management system for the storage of technical equipment data, repair histories, time standards, and schedules to generate PM work orders and to compile numerous manpower and management reports.

Implements department policies and procedures as required. Recommends changes to utility and equipment management policies and procedures.

Develops accurate work order document to plan, estimate, schedule and control labor; compiles data from job completions to provide information for equipment records and management reports.

Plans, analyzes and supervises projects for renovation and remodeling; reads and interprets blueprints and specifications.

Estimates and requisitions replacement parts, supplies and equipment; develops specifications and bed proposals; follows purchase order requirements and procedures in coordination with the Purchasing Office.

Acquires and schedules outside contractors to service technical equipment and satisfy code regulations; maintains proper service inspections and reports.

Assists the Facilities Director in planning the department budget; provides projections of needed equipment and supplies.

Surveys and conducts tours with administration, energy consultants, fire inspectors, insurance safety consultants, state and federal auditors and other regulatory surveyors; maintains proper inspection reports.

Installs state licensed plumbing systems; maintains knowledge of waste, vent, water systems and relative equipment governed by state Plumbing Code and standards.

Ensures that all work and work orders conform to federal, state, county and departmental standards and policies.

Remains on-call twenty-four (24) hours a day for alarms and emergency situations.

Interviews, evaluates and recommends current employees and prospective applicants.

Minimum Qualifications Required
Education and Experience:

Two-year college or technical school degree in Facilities Management or related field, plus five (5) years of experience, or any combination of training and experience which provides the necessary knowledge, skills and abilities.

Licenses and Certifications:

Valid Wisconsin Driver’s License

Knowledge, Skills & Abilities
Expert knowledge of boilers and associated equipment.

Expert knowledge of HVAC and associated equipment.

Knowledge of maintenance and repair work.

Knowledge of and ability to utilize a computer and the required software.

Knowledge of methods, materials and equipment used in the repair and maintenance of building and machinery.

Knowledge of plumbing, carpentry, HVAC, steam fitting and mechanical maintenance.

Knowledge of power and hand tools including safety procedures.

Knowledge of budget preparation.

Knowledge of personal management and labor relations.

Ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systematize and correlate, using discretion in deterring time, place and/or sequence of operations within an organizational framework.

Ability to implement decisions based on such data, and overseeing the execution of these decisions.

Ability to provide first line supervision.

Ability to lead and train others.

Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.

Ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, contracts, invoices, equipment handbooks, architectural drawings and technical diagrams, statutes, procedures, guidelines and non-routine correspondence.

Ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; may require the ability to perform mathematical operations involving basic algebra and geometry.

Ability to apply principles of influence systems such as supervising, managing, leading, teaching, directing, planning, coordinating and controlling.

Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.

Ability to interpret blueprints and develop construction specifications.

Ability to plan and schedule work according to priority.

Ability to communicate effectively both orally and in writing.

Ability to maintain accurate and current records regarding projects, costs, labor, materials and related data.

Ability to establish effective working relationships with employees, officials and the general public.

Ability to work the required hours of the position.
