JOB SUMMARY:

Under the direction of the Director of Administration, oversees the variety of compliance-related activities for the Human Resources department; Develops, edits and prepares confidential reports, notices, policy revisions and staff employment contracts; Plans, develops and implements strategies for controlling risk exposure and compliance related to various polices, procedures and regulations; Researches, analyzes and provides recommendations and/or summaries of various actions, legislative updates and regulations; supervises generalist and benefits team.

ESSENTIAL DUTIES:

Assists Director of Administration in developing departmental goals, objectives and systems.

Interprets and advises on employment law.

Develops and administers various human resources plan and procedures for all county personnel.

Assists in administering the County’s compensation plan, evaluates and analyzes salary data, determines pay grades, and conducts or participates in compensation surveys. Reviews job descriptions, monitors trends, assesses appropriate compensation levels, and recommends revisions to the compensation plan.

Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effective continual improvements in efficiency of department and services performed.

Ensures compliance with all federal, state and local employment laws.

Ability to prepare cost estimates for staffing proposals, and identify cost-savings in benefit or staffing plans. Assist departments through annual budget process on position control and position budgeting.

Work closely with HR staff and department Directors on ensuring accurate personnel budgeting.
Analyze HRIS data, transactional processing flows, and improves data related processes; proactively audits and maintains HRIS data and transactions, and is responsible for system data integrity; Considers HRIS processing objectives and best practices, and incorporates such practices into daily transactions.

Supports other functional areas in the troubleshooting, research and resolution of any reported data or system errors that are uncovered in data inquiry, review, reporting or data retrieval, and proactively responds with notification and/or recommendations to designing a procedure to avoid/reduce future occurrences.

Establishes and maintains effective working relationships with the general public, department heads, managers, supervisors, employees, elected officials, and the County Board.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Law Degree from an accredited law school, plus six years of government experience preferably including employment law.

Licenses and Certifications:

Licensed and in good standing to practice law in the State of Wisconsin.

Knowledge, Skills and Abilities:

Knowledge of county, state, federal and common law.

Knowledge of established precedents and source of legal reference.

Knowledge of the concepts, principals and practices associated with strategic planning.

Working knowledge of principles and practices of employee supervision and management and human resources.

Knowledge of and ability to utilize a computer and the required software.

Ability to research, develop and present training programs and materials and other learning activities.

Ability to develop and administer policies and procedures.

Ability to interpret and analyze information from a variety of sources and make recommendations.

Ability to plan, organize and effectively carry out a variety of assignments.

Ability to keep accurate and detailed records.

Ability to prepare clear, concise, and creative written materials for communication and training purposes.

Ability to communicate effectively both orally and in writing.

Ability to maintain effective working relationships with staff, elected officials, department heads, management team employees and the public.

Ability to work the required hours of the position.

PHYSICAL DEMANDS:

Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds.

Intermittent standing, walking and sitting; occasional driving.

Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls.

Occasional bending, twisting, squatting, climbing, reaching, and grappling.

Communicating orally in a clear manner.

Distinguishing sounds at various frequencies and volumes.

Distinguishing people or objects at varied distances under a variety of light conditions.
