POSITION SUMMARY:
This position provides legal representation for the County, its County Board, agents, boards, committees, and departments as described under Wisconsin State Statute §59.42. Serves as chief legal advisor to the County Board, County Administrator, and county departments. Supervises and directs the staff and activities of the Corporation Counsel Department, performs legal research, drafts legal documents, represents the County in litigation, oversees legal records and file preparation and maintenance.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Provides leadership and management to all the staff of the Department.
• Organizes and directs the day-to-day operations of the Department.
• Provide legal counsel and representation regarding labor relations, contract interpretation, bargaining strategy and arbitration, and employment law issues.
• Develops and recommends department budget to the County Administrator; forecast necessary funding for staff, equipment, material, and capital improvement plans. Monitors budget throughout the year.
• Performs the duties outlined in Wisconsin State Statutes 59.42.
• Commences or defends lawsuits and other legal actions or proceedings involving the County.
• Serves as general legal counsel and represents the county in Court in civil litigations.
• Conducts legal research and drafts written legal opinions.
• Drafts, reviews and researches county resolutions, ordinances, contracts, and legal documents.
• Attends county board meetings and provides legal consultation to the County Board and its duly constituted agencies, boards, commissions and committees; elected officials, county departments and county employees.
• Serves as parliamentarian for County board of supervisors which includes interpretation and explanation of Rules and Bylaws and Roberts Rules of Order.
• Reviews claims, suits, and demands. Coordinates discovery with county departments, develops litigation strategy and analyzes settlement proposals.
• Represents public interest in mental, drug dependency and alcohol commitment proceedings.
• Provides legal support to the Child Support Department in child support enforcement and paternity actions.
• Represents the Health and Human Services Department in guardianship and protective placement proceedings, and termination of parental rights proceedings.
• Other duties as assigned.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS
• Juris Doctorate degree.
• Minimum of five (5) years of experience in a government law setting.
• Minimum of three (3) years supervisory experience desired.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENT
• Licensed to practice law in the State of Wisconsin.

Posting Pay Range: $114,805-$159,079
Posting Expected Pay Range: $114,805-$129,897
