POSITION SUMMARY:
The Deputy Corporation Counsel is an attorney position in the Marathon County Office of Corporation Counsel whose primary responsibility is to assist the Corporation Counsel in litigation, prosecution, and provision of legal services for Marathon County. The Deputy Corporation Counsel will be responsible for handling Children in Need of Protection or Services (CHIPS) cases and Termination of Parental Rights (TPR) cases, and will also assist in the enforcement of child support within the County. The Deputy Corporation Counsel will also assist the Corporation Counsel in staffing committees, commissions and boards, and providing legal advice to County Departments. Additional legal duties may be assigned under the direction of the Corporation Counsel. As a supervisory position, the Deputy Corporation Counsel serves as acting Corporation Counsel when the Corporation Counsel is absent and assists with managing the operations of the Office of Corporation Counsel.

QUALIFICATIONS:
Juris Doctorate from an ABA accredited school, State of Wisconsin Law License and two years of active legal practice work required. Legal practice experience in the fields of juvenile law, administrative, mental health, guardianships, family law, and collections desired. Equivalent combinations of job related education and experience may be considered .

NECESSARY SPECIAL QUALIFICATIONS: Driver’s license or other reliable transportation to perform job duties and a driving record that meets County standards.

EXAMPLES OF WORK PERFORMED:
Will staff Marathon County Board committees, commissions, and boards as assigned by the Corporation Counsel.
Prosecutes CHIPS and TPR cases on behalf of the Department of Social Services.
Performs in-court litigation relative to child support enforcement and civil commitment cases.
Handles civil commitment cases in Marathon County and out-of-county pursuant to intergovernmental agreements.
Assists the Corporation Counsel with all other assigned duties such as guardianships and protective placements, foreclosures, collections, ordinance enforcement and all other civil legal duties.
Serves as Corporation Counsel in absence of the Corporation Counsel.
Prepares and reviews legal documents and manages legal cases, which may include: developing a trial strategy; trying cases, arguing motions, writing briefs, applying rules of civil procedure, and performing related activities.
Assists in managing and overseeing Assistant Corporation Counsels and legal staff by prioritizing and assigning work and reviews the quality and quantity of work. Ensures employees are following policies and procedures required by the state and federal government and department policies and procedures.
Leads employees using a results-focused performance management system that provides a framework to encourage employee contributions and includes goal setting, coaching, feedback, and professional development planning.
Participates in the selection process including interviewing and recommending selection of new employees. Makes disciplinary and termination recommendations.
As instructed by Corporation Counsel, serves as legal advisor to the County Administrator, County Board, County Board Chairman, elected officials, committees, and department heads, issuing oral and written opinions concerning interpretation of the rights, duties, and powers of each under the federal and state constitutions, federal and state statutes and administrative regulations, and the Marathon County Code of Ordinances.
Assumes additional administrative responsibility in the absence of the Corporation Counsel; reviews and signs all office documents and supervises office personnel when Corporation Counsel is unavailable.
Attends County Board meetings in the absence of the Corporation Counsel to serve as parliamentarian; serves on local Emergency Planning Committee; meets with the public, witnesses and other attorneys. Participates on committees, boards or panels as requested by Corporation Counsel.

Maintains continuing legal education requirements.
Performs other duties as assigned.

COMPENSATION:
Annual Salary Range (C52-M): Minimum–$91,449 Midpoint–$109,739; Maximum–$131,869
