Job Description:

The Director of Emergency Management Services shall develop and promulgate emergency management plans consistent with state plans, direct the emergency management program and perform duties related to emergency management as required and directed.

Wages for EM Director: $54,307-$69,829 per year

 Qualifications

  1. Bachelor’s degree in Communications, Business or Public Administration, Public Relations, Emergency Planning, or related field, plus 2 years or a minimum of six (6) years work experience in emergency services, law enforcement, fire fighting, or emergency planning where knowledge, skills, and abilities are met.
  2. Emergency Manager Certification preferred. Certification must be obtained within 2 years of employment (depending upon availability of courses offered by the Wisconsin Emergency Managers Association).
  3. Valid Wisconsin Driver’s License.

 Knowledge, Skills, and Abilities

  1. Knowledge of the theory, practices and procedures of planning, including research, reporting and policy making.
  2. Knowledge of federal civil preparedness guidelines, Chapter 166 of the Wisconsin Statues, provisions of SARA Title III, and appropriate county and municipal codes.
  3. Knowledge of civil government organization and administration at the federal, state and local levels.
  4. Ability to work closely with government agencies and community groups.
  5. Ability to efficiently plan, organize and coordinate a wide variety of ongoing projects.
  6. Ability to communicate effectively, both orally and in writing; facilitate effective relationships between county law enforcement agencies, fire departments, EMS agencies, hospitals, volunteer disaster service agencies, and all others involved in emergency services; maintain positive relationships with same.
  7. Ability to make sound judgments and decisions during emergency or stressful situations.
  8. Ability to adjudicate complaints, concerns, and problems.

Examples of Duties

Administration

  1. Ensures compliance with the National Incident Management System (NIMS) as required by the state.
  2. Ensure that the legal basis for the program, including mandates by federal and state law, are supported by current ordinance(s) and/or resolution(s).
  3. Ensure that all records and reports pertaining to fiscal matters, subsidy programs, program policies and procedures are processed in accurate and timely fashion and/or appropriately maintained on file at the county level.
  4. Designate and maintain office hours needed to properly administrate the emergency government program and ensure availability to the general public and county departments.
  5. On call at all times to respond to emergencies; attend early morning, evening, and weekend meetings and events as needed or directed.
  6. Maintain direct accountability to the Bayfield County Administrator.Interact regularly with the Emergency Management Committee (Sheriff’s Committee) of the County Board, as well as other committees established under the Emergency Management program such as LEPC.  Maintain contact through personal contact and periodic written progress reports.
  7. Responsible for the development of a budget for the operations of the emergency government office and advise other county agencies having emergency government areas of program responsibility in identifying their budgetary needs and supporting them in the legislative process.
  8. Administer the SARA Program and be a resource for the Solid Waste Program.
  9. Be a resource to the EMS Council and Fire and Emergency Association.
  10. Handles citizen complaints regarding department and staff.
  11. Establish, oversee, review and change department policy to comply with federal, state and local laws and regulations.
  12. Oversee and coordinate Emergency 911 system with County and all other related agencies that participate in the use or planning of the E-911 system and its operational development; maintain files and system updates.
  13. Carry out supervisory responsibilities in accordance with the County’s policies and applicable laws. Responsibilities include: interviewing, training, planning, assigning and directing work, appraising performance, disciplining employees, addressing complains and resolving problems, directly responsible for the coordination, implementation, and supervision of Emergency Management Department staff.

 

Developmental Planning

 

  1. Coordinate the planning efforts of agencies of government having emergency response missions and assume responsibility for the development of plans for those essential functions in an emergency situation.
  2. Develop and implement emergency response training programs for the public at large, students in school system, and businesses and industries, on emergency preparedness skills and techniques designed ti ncrease emergency responding, in direction and control and other emergency situations.
  3. Coordinate and participate in the testing and exercising of civil government officials, supporting groups and organizations, institutions, etc., under simulated emergency situation, to ensure the effectiveness of contingency plans and the ability to function an orderly and effective manner during emergencies.
  4. Develop educational programs for the public-at-large, students in school systems, and businesses and industries, on emergency preparedness skills and techniques designed to increase safety and survivability during a variety of emergency situation.
  5. Develop county-wide warning, radiological defense, shelter/movement, and other capabilities not identified as responsibilities within current existing departments of civil government.
  6. Help other agencies to obtain available federal appropriations when requested.
  7. Develop a plan for using the news media in providing information to the general public concerning emergency preparedness programs.
  8. Ensure that a continuity of government capability exists and is maintained within the county.
  9. Assists with coordinating, advising, and administering the activities of the Local Emergency Planning Committee (LEPC); coordinates with industry, businesses and public agencies, all activities to related emergency planning.
  10. Develops and coordinates programs and activities necessary for the implementation and administration of the Superfund Amendment and Reauthorization Act (SARA), also known as Emergency Planning & Community Right to Know Act (EPCRA).
  11. Oversees County’s Emergency Service radio system including maintenance of towers, grounds, radio equipment, and standby generator. Negotiation of tower leases, maintenance contracts and utility charges.

 

Emergency Operations (Includes Increased Readiness Posture):

  1. Act as principal adviser to the County Administrator, Chairman and Vice Chair of the  County board regarding the overall operations or actions to be taken.
  2. Assure the coordination of effort between the operating departments or agencies of government as well as support services.
  3. Coordinate the efforts to obtain mutual aid when the scope of the emergency exceeds the resource capability of the county.
  4. Ensure that adequate communications exist with higher and lower echelons of government for the coordination of resource assistance, exchange of information, and report preparation as required.
  5. Provide for an effective public information program during emergencies to the public regarding actions to be taken.
  6. Establish a method of supervising and documenting expenditures, losses, damages, injuries, fatalities, and such other statistics to establish claims for subsidy aids, reimbursements, reconstruction assistance, or aid in resolving problems from post emergency claims.

 

Post Emergency:

  1. Advise the County Administrator, County Board or Vice Chairman on the progress of assistance programs available to carry out the reconstruction/rehabilitative effort.
  2. Coordinate the efforts among the services or agencies involved in post-emergency restoration actions.
  3. Assume responsibility for the processing of all Assistance-Type applications supportive to the recovery efforts inclusive of damage survey reports, damage assessments, project applications, etc.
  4. Assess, report and document disaster damages, providing reports to the Office of Emergency Government within required time frames.
  5. Maintain records of emergency operations and recovery period to satisfy audit requirements.

 

Physical Requirements:

  1. Regularly required to stand, sit, walk, hear and talk.
  2. May occasional be required to run, stoop, kneel, crouch, crawl, climb, balance, taste, and smell.
  3. May occasionally be required to lift and/or move up to 50 pounds.
  4. Vision ability to determine color and depth perception.
