POSITION SUMMARY:
This position provides substance abuse aide, support and case management for participants on an outpatient and outreach basis; provides education and support through prevention and community engagement. The position level will be determined based on minimum qualifications met.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Performs intake, assessments, intervention, individual, group and family counseling, outreach referral, and advocacy; follow up care; provides educational and preventive activities.
• Assists in planning, developing, organizing and facilitating services/programs such as support and therapy groups, outpatient, prevention activities and special events.
• Obtains information about patients through interview, case history, and observational techniques; evaluates data to identify causes of problems and to determine advisability of counseling or referral to other resources.
• Develops program for treatment and rehabilitation of client, using knowledge of alcohol and drug abuse problems and counseling and treatment techniques.
• Provides individual and group counseling sessions, in clinic or jail, and completes related case documentation, including progress notes, aftercare plans and discharge summaries.
• Provides and/or arranges for therapeutic interventions as appropriate for patients or clients in a crisis condition.
• Provides information, education and support family members to assist family in dealing with providing support for client.
• Assesses and manage situations that require immediate attention including walk-in clients, clients in need of detoxification services, emergency inpatient evaluations appointments for residential services funding and emergency telephone crisis encounters.
• Serves as a member of the Drug Court team, attending weekly staffing and the court proceedings to provide clinical expertise in determining the treatment needs of participants. Provides in-depth assessments for potential candidates for the program as requested.
• Refers client to other support services as needed, both internal and external. Coordinates counseling efforts with mental health professionals and other health professionals.
• Documents assessments, treatment plans, reviews, referrals and discharge planning and summaries in accordance with professional standards, agency, state and federal guidelines.
• Bills all allowable services and submit billing as directed. Ensures state reporting system forms and data collection are completed on a timely basis.
• Serves as a substance abuse professional on the Comprehensive Community Services and other interdisciplinary teams including ACCESS, Behavioral Health teams, CCS, CST, CFS.
• Communicates as needed with courts, probation officers, community services and other post-treatment agencies.
• Provides community education upon request.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE REQUIREMENTS

Substance Abuse Counselor
• Associates degree in substance abuse, human services, psychology, social work, or related program.
• Three years work experience as an AODA counselor in a certified outpatient program.
• Licensed Substance Abuse Counselor.
• Must successfully pass criminal and caregiver background check.

Clinical Substance Abuse Counselor
• Associates degree in substance abuse, human services, psychology, social work, or related program.
• Three years’ work experience as an AODA counselor in a certified outpatient program.
• Licensed Clinical Substance Abuse Counselor.
• Must successfully pass criminal and caregiver background check.

Full Pay Range: $57,802 – $82,482
Expected Pay Range: $57,802 – $68,664
