Job Summary
Under the supervision of the Children, Youth and Families Manager, plans, directs, coordinates, supervises, administers and monitors the daily operations of Brown County’s Shelter Care Facility; contributes to preparing and administering the Shelter Care annual budget; coordinates functions of shelter with other agencies; remains on-call 24 hours a day for emergencies.
Essential Duties
Supervises Shelter Care Workers; plans, schedules and assigns work to subordinates; signs and approves timekeeping records and leave requests; trains staff in proper methods and procedures; helps develop and enforce policies and procedures; inspects work in progress and upon completion; interviews and makes recommendations regarding prospective candidates; conducts performance evaluations; manages day-to-day Shelter operations, remains on-call 24 hours a day for emergencies.

Ensures Shelter Care operates in compliance with all policies such as: the State Administrative Code, Wisconsin’s Children’s Code, and Brown County Department of Human Services Policy.

Contributes to the preparation and administration of the Shelter Care annual budget; practices fiscal responsibilities in the spending of appropriated funds; reviews monthly budget analysis reports and statistical data to ensure conformance to approved budget; approves Shelter Care invoices and expenditures as necessary.

Requisitions supplies for all operations and maintains an ample and accurate inventory.

Participates in the process for applicable licensing and ensuring Shelter Care meets all requirements; maintains facilities to ensure safe and sanitary environment.

Participates, as necessary, in management meetings to address employees’ concerns and grievance.

Oversees services to clients in placement and may appear in court with clients on behalf of Shelter Care; supervises clients in placement; supervises out-of-county placements; addresses concerns of clients and families; maintains effective working relationships with clients and families; arranges and directs activities, programs for residents.

Helps coordinate functions of Shelter with other agencies, such as law enforcement, juvenile courts, public schools, and family services.

Identifies, develops and utilizes community resources on behalf of residents.

Performs related work as required.
Minimum Qualifications Required
Education and Experience:
Bachelor’s Degree in social work or related field, plus three years of experience in a youth care facility or other relevant child care experience; have at least two years experience in an administrative or supervisory capacity; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities.

Licenses and Certifications:
Valid Wisconsin Driver’s License

Knowledge of adolescent behavior patterns and techniques to serve trouble youth.

Knowledge of human growth and behavior.

Knowledge of community welfare and social services resources.

Knowledge of juvenile court system and applicable laws.

Knowledge of administration and personnel policies.

Knowledge of community resources and programs.

Knowledge of supervisory techniques.

Knowledge of and ability to utilize a computer and the required software.

Ability to assist with the managing of the facility and assume responsibility.

Ability to assess needs of adolescents and instruct staff on providing services as needed.

Ability to communicate effectively both orally and in writing.

Ability to supervise the work of others.

Ability to establish and maintain effective working relationships with staff, residents, law enforcement, juvenile courts, public schools, other agencies and the public.

Ability to relate to people in an unprejudiced and understanding manner.

Ability to maintain composure in stressful situations.
