Purpose of Position
The purpose of this position is to carry out a variety of Human Resources functions including recruitment, performance review system and other human resources duties. This position requires the application of superior judgment in carrying out procedures and applying policy. Must protect confidential information, assure compliance and exercise exceptional attention to detail. The work is performed under the direction of the Human Resources Director.
Essential Functions
To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.
Revises job descriptions, prepares job postings, posts job openings online, distributes application materials and maintains recruiting filing system. Performs screening and selection of applicants for new and replacement positions. Coordinates interview appointments, interviews candidates as assigned by the Human Resources Director, prepares interview packets and notifies applicants regarding the status of their application.
Conducts reference checks, background checks, driving-record checks, criminal searches and other applicable screening for pre-employment screening purposes or coordinates with appropriate agency.
Schedules, receives and reviews applicant pre-employment physicals, drug screenings, and background checks. Proctors pre-employment exams and administers typing or other pre-employment qualification testing.
Conducts New Employee Orientation and introduces county policies and procedures. Assists employees in completing employment forms. Processes new hire paperwork.
Assists Departments and appropriate committee(s) in evaluating and examining organizational and staffing needs for the County. Assists with the coordination of the staffing and funding approval process.
Assists with the administration of the employee performance review program and utilizes a systematic procedure to ensure that a viable performance review program is ongoing.
Assists with providing training opportunities to County employees, as applicable, to include planning and coordinating the county-wide staff training day.
Coordinates job fairs and recruiting events.
Assists with the development of forms and maintaining policy and procedures manual.
Maintains Wisconsin Caregiver Background Checks on employees as required.
Assists employees and department heads in finding and interpreting policies.
Responds to various surveys/reports regarding personnel matters and completes employee verifications as requested.
Prepare and distribute monthly newsletter, type correspondence, memos, notices, forms, and a wide variety of written materials from written and oral instructions.
Assists with employee retention and engagement efforts.
Other duties and responsibilities as assigned.
Knowledge, Skills, and Abilities
Ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
Ability to provide guidance, assistance and/or interpretation to others, such as co-workers and the public, on how to apply policies, procedures and standards to specific situations.
Ability to utilize a variety of advisory data and information such as personnel forms, job vacancy advertisements, benefits manuals, insurance forms, retirement system forms, invoices, billing statements, vouchers, expenditure reports, purchase orders, budgets, inventories, personnel policies, job applications, resumes, labor contracts, work grievances, payroll reports, employment forms, notices, meeting minutes, agendas, surveys, computer software operating manuals, procedures, guidelines and non-routine correspondence.
Ability to communicate orally and in writing with county employees, County Board Supervisors, insurance contacts, and job applicants.
Ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; and may require the ability to utilize principles of fractions and/or interpret graphs. Ability to interpret basic descriptive statistical reports.
Ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagram or schedule form. Ability to exercise independent judgment to adapt or modify methods and standards to meet variations in assigned objectives.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
Training, Experience and Other Requirements
Associate’s degree in Human Resources and one to three years of experience working in a Human Resources environment, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Excellent computer skills including Microsoft Word and Excel required. HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP),preferred.
