Wage: $75,441.60 to $85,363.20/annually
Wage as of 7/1/26: Wage as of 7/1/26: $76,960 to $87,068.80/annually
Purpose of Position
The purpose of this position is to perform a variety of technical support duties for analysis, programming, and support of management information systems. Processes include determining user needs, systems analysis, systems design, programming, testing, installing and configuring software, training users, and creating documentation. The Programmer Analyst additionally focuses on web-based applications and Wood County’s public web presence. The work is performed under the supervision of the IT Director.
Essential Duties and Responsibilities
The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Reviews user requirements and needs for new software and performs analysis, design, implementation, installation and training related to new software developed and/or acquired.
2. Provides project management for software related projects. Ensures projects are completed on schedule, within budget, and meet stated objectives. Provides timely, comprehensive project status reports.
3. Creates procedures and tools for evaluating costs and benefits of existing and proposed systems. Evaluates proposals, negotiates terms, and recommends decisions to management based on the most cost effective options.
4. Performs programming functions. Writes, revises and tests new computer systems. Conducts error verification routines in order to isolate program and input errors and correct functionality. Develops system and software instructions and outlines user best practices guidelines.
5. Develops, modifies and maintains assigned programs. Monitors the operation of assigned programs and responds to problems by diagnosing and correcting errors in logic and coding.
6. May install, modify and maintain systems and utility software on server computer systems. Provides server support related to server-based application software.
7. Provides technical advice and support to users. This includes creating ad-hoc reports, performing data analysis and correction, training and problem solving.
8. Serves as technical advisor to other programmers or user staff assisting with software setup, configuration and procedures.
9. Develops and maintains documentation and training manuals. Trains users in system function and procedures.
10. Provides technical support for hardware equipment installation and maintenance.
11. Coordinates and schedules updates to software programs with vendors and staff.
12. Establishes and maintains effective working relationships with users, vendors, other government entities, financial institutions, and other agencies.
13. Adheres to all relevant privacy and security policies to safeguard confidential information.
14. Attends training, technical conferences, and seminars. Reviews publications and maintains current working knowledge regarding new network, software, hardware and security products and procedures. Keep up with current best practices and methodologies.
15. Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner.
16. Must be familiar with and exemplify the Wood County Core Values and serve with courtesy and respect in accordance with the Wood County Code of Conduct.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this classification and may also be performed by other unit members.
1. Advises computer users regarding problems and other questions.
2. Monitors software/hardware operation for operating problems. Recommends procedures to correct problems.
3. Responds to after hours support calls. Participates in compensated on call rotation schedule.
4. Completes compliance training as required.
5. Any other duties as may be assigned.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelor’s degree in Computer Science or related field, four years software development experience in a business environment, proficiency in project management, programming, database administration, web development or any combination of education and experience that provides equivalent knowledge, skills and abilities. This position may require travel to and from off-campus sites. Individual may use personal vehicle or other means of reliable transportation. Must be able to pass a background investigation for law enforcement purposes.
Proficiency in the following areas is preferred:
• Microsoft ASP.NET web development platform.
• Microsoft SQL server database administration
• Programming with C#, Visual Basic .NET, and Javascript
• Cascading Style Sheets (CSS)
• Hypertext Markup Language (HTML)
• Configuration and setup of Internet Information Services (IIS)
Ability to: Recognize and resolve system related problems; work independently and make necessary decisions throughout the systems process while operating within departmental guidelines; perform multiple tasks concurrently and respond to emergency situations effectively; communicate technical and complex information both orally and in writing.
