POSITION SUMMARY
Employee will provide professional and technical information and support to Marathon County landowners in completing applications for and ensuring compliance with the Marathon County Zoning Ordinances, including the General Zoning Code, Shoreland, Shoreland-Wetland, and Floodplain Ordinance, and the Land Division Ordinance.

QUALIFICATIONS
Bachelor’s degree in natural resources, conservation, or closely related major; OR an Associate degree in a natural resource with equivalent experience OR any equivalent combination of closely related education and/or work experience. Individuals in the process of finishing their degree are encouraged to apply.

Valid driver’s license required and a good driving record that meets County standards.

EXAMPLES OF WORK PERFORMED
Provides support to the zoning program by working with property owners to ensure compliance with County zoning ordinances by completing the following tasks:

Advise permit applicants about the general requirements of Marathon County Ordinances, including general zoning, shoreland zoning, shoreland-wetland, floodplain, land division, and Private Onsite Waste Treatment Systems (POWTS).
Assist with completion of permit applications; assist applicants with creating site plans for permits; refers permit applicants to permitting agencies when applicable.
Clearly communicate all permitting options and requirements to applicants, both orally and in writing.
Conduct on-site inspections of land to determine permit compliance, assesses impact on land use practices, and makes recommendations for appropriate land use practices.
Provide exceptional customer service to Marathon County residents seeking relevant permits.
Prepare a variety of maps using Marathon County online mapping sources.
Maintain regular and predictable attendance.
Perform related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES

Ability to communicate orally and in writing with public, federal, state, local agency staff, and other professionals, while establishing and maintaining effective working relationships.
Knowledge or ability to learn Marathon County Zoning Ordinances and related town, state, and federal ordinances, Wisconsin Code books, research documents, professional literature, statutes, procedures, guidelines, and non-routine correspondence.
Skill in active listening, giving full attention to what others are saying, and taking appropriate action.
Ability to investigate potential violations and work with other staff to resolve issues.
Ability to understand and follow oral and written instructions.
Ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude, and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
Ability to maintain calm and professional demeanor when in confrontational situations with contractors and public. Learn to relate to a wide variety of audiences, ranging from the general public to those representing varied professional interests to various committee and county board members.
Strong knowledge of Microsoft Suite of computer programs/software. Knowledge of or the ability to learn multiple, moderately complex, specialized databased applications such as land information systems, permitting systems and geographic information systems online mapping. Skill in using a computer for e-mail, calendaring, basic word processing, and data entry.
Ability to establish and maintain effective working relationships with other employees, departments, agencies, and the public in an honest, kind, and respectful manner. Ability to understand, use, and manage your own emotions in positive ways to relieve stress, communicate effectively, empathize with others, overcome challenges and defuse conflict.
Knowledge of the County’s and department’s mission, core values, plans, and priorities for the future and ability to contribute to a positive work culture that fosters excellent customer service and teamwork.
Ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a keyboard or workstation.
Ability to work under conditions that require exposure to a variety of environmental factors including varying weather conditions (cold, heat, dust, etc.), negotiating variable natural terrain, squatting, and occasionally working in confined spaces near heavy equipment.
FLEXIBLE START DATE
Marathon County will work with the successful applicant to offer a flexible start date and onboarding options. Our goal is to have the applicant full time by late May.

COMPENSATION

Starting at $18.00 an hour.
