POSITION SUMMARY:
This position provides technical assistance and administrative service by conducting plan reviews; assisting public with resource concerns, ordinance application and permitting; presenting reports; conducting evaluations and inspections; preparing and maintaining records and files; developing plans; and related work

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Assists general public, developers, surveyors, realtors, other professionals with application submittal, reviews, and applications and researches multiple ordinances to apply appropriate standards and regulations.
• Conducts site visits, reviews aerial photography, property records, prepares staff analysis and recommendations for committees and Board of Adjustment.
• Researches a variety of land information materials and property records to evaluate and verify property and resource conditions for conformance with applicable provisions of County land use ordinances.
• Provides necessary documentation and testimony to Corporation Counsel for litigation required for enforcement of County land use ordinances.
• Coordinates and administers plan reviews pertaining to storm water and erosion control plans for land-use permits, conditional use permits, land developments of rural and agricultural lands, non-metallic mining reclamation and agricultural waste storage facilities to assure compliance with federal, state and local engineering standards and ordinances within strict time constraints.
• Reviews and approves erosion control and storm water infrastructure design, technical data, cost estimates, construction and as-built plans; determines compliance with applicable standards, ordinances and regulations.
• Interprets, researches and reviews environmental documents for permit compliance.
• Monitors permitted projects for compliance; performs field surveys and site inspections; directs and reviews engineering work in the construction, maintenance and repair of erosion control and storm water infrastructure; enforces regulations until final project completion and termination.
• Maintains a comprehensive knowledge of all federal, state and local ordinances related to urban and agricultural development, prepares reports, creates guidance documents and provides programmatic direction to the general public.
• Maintains active communication with contractors, engineers, surveyors, town officials, government agencies, committees and the general public for proposed and permitted projects.
• Provides information and interpretation regarding soils and best management practices to various personnel, groups, and the general public.
• Coordinates meetings and presents relevant information to various groups.
• Prepares reports and presents information relating to conservation and land management issues; provides recommendations to various committees.
• Limited supervision of Land Use Technician I/II.
• Participates in the development of ordinances, policies and amendments.
• Participates in technical review team meetings to analyze land use applications and enforcement activities.
• Testifies in court related proceedings as necessary.
• Maintains various electronic files and databases related to projects.
• Performs field inspections for plan reviews and compliance.
• Assists in the development and implementation of department goals, objectives and activities in County Comprehensive Plan, Farmland Preservation Plan, Land & Water Resource Management Plan, Watershed Plans, and related documents.
• Performs field surveys, produces engineered plans of best management practices following federal, state and local specifications or ordinances and oversees installation and project construction.
• Participates in training and continuing education to maintain required certifications.
• Assists in the training of newly hired staff and provides direction and assistance to the technicians and summer interns.
• Addresses various governmental units and community groups.
• Conducts public training.
• Administers the St. Croix County Land Use Ordinances to ensure proposed projects meet county codes and regulations, coordinates the review of applications with pertinent Federal, State and County agencies and town boards and plan commissions.
• Advises towns and the public about zoning enforcement, ordinance development, and environmental concerns.
• Provides for general ordinance compliance and specializes in ordinance preparation and interpretation;
• Administers and enforces water-related activities, grants, and programs.
• Conducts field inspections of wetlands, lakes, rivers and streams.
• Processes and reviews the administration of applications pertaining to the Board of Adjustment (conditional uses, appeals and variances).
• Follows up on conditions and escrow money to ensure projects are completed as planned.
• Provides documentation for prosecution to the Corporation Counsel.
• Prepares permit and informational handouts for the public.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE REQUIREMENTS

• Bachelor’s Degree in land use planning, environmental science, water resources, or other related field.
• Minimum of three (3) years of experience in land use code administration and enforcement, planning, land records or water quality.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENT
• Wisconsin or Minnesota Soil Erosion Inspection Certification
• Private Onsite Wastewater Treatment System (POWTS) Inspector Certification
• Certified Soil Tester license
• Wetland Delineator Certification, preferred
• Certified Floodplain Manager (CFM), preferred

Full Wage Grade: $62,127 – $86,556
Expected Wage Grade: $62,127 – $70,291
