Job Title: Assistant Zoning Administrator
Hours: Regular Part-Time
Pay Range: $22.53 – 23.82 per hour, based on experience; plus, longevity, if applicable
Department: Land Conservation and Planning & Zoning
Reports to: LCD and P&Z Department Head
FLSA: Non-Exempt
Position Purpose: Performs complex technical and programmatic assistance to the department, which involves the application of specialized knowledge and skills related to the enforcement of procedures, processes, and regulations that apply to and are enforced through Lafayette County Ordinances, Wis. Administrative Code, and Wis. State Statutes. Performs other duties pertaining to, but not limited to issuance of permits, performing POWTS inspections, and providing administrative and clerical support to staff.

Essential Duties and Responsibilities:
• Perform reception duties by greeting the public, courteously answers the telephone, accurately document and relay messages, interacting harmoniously with county employees and citizens, and shares clerical duties as needed with other department staff.
• Assists permit administration, including receiving, reviewing, processing, and routing the following:
o Land Use Permits
o Sanitary Permits
o Non-metallic Mining Reclamation Permits
o Holding tank/septic system maintenance
o Map amendments
o Conditional use, special exception, variance, appeals, plat requests
• Responds to telephone and walk-in inquiries, assist landowners in preparing various applications, collecting documents and associated materials.
• Performs POWTS inspections to verify compliance with the county’s sanitary ordinance and state administrative codes.
• Performs site inspections to verify compliance with permits and zoning ordinances.
• Administers the online septic maintenance reporting system; assist landowners with the septic maintenance program record system; and prepare annual septic mailings.
• Perform fiscal account management tasks which may include:
o Billing/Invoicing
o Monthly accounts payable vouchers
o Expense Reports
o Financial Reports
o Deposits
o Reconciling billing statements with payment and deposits
• Assist the Department staff with projects and promotional events.
• Serve as clerk for Board of Adjustment and Planning & Zoning Committee meetings/hearings by preparing and posting agendas and meeting minutes, and managing documents.
• Update the Planning & Zoning Department webpages, as needed.
• Maintain files and records of permit applications, public hearing actions, maps, year-end reports and other relevant information as well as sort and file landowner documents.
• Assists the public with GIS mapping navigation and maintains a working knowledge of the PZ Systems database and conservation software programs.
• Maintain maintenance records for department vehicles.
• Prepare files and enter data into tracking software for zoning related cases; create labels and letters for mailing.
• Execute Department Manager duties on an as-needed basis in the event of vacancy or extended periods of absence.
• Perform other duties as assigned.

Position Qualifications:
• Educational Requirements:
o High school diploma or equivalent
o Associates degree in land use planning, soils or related field; Bachelor’s degree preferred
• Experience: (Equivalent combinations of job related education and experience may be considered)
o Preferred two years’ experience in implementing Comprehensive Zoning, Shoreland, Floodplain and Non Metallic Mining Ordinances
o Preferred experience in development of Comprehensive Plans
o Preferred two years experience in implementing Private Onsite Waste Treatment System (POWTS) Ordinances, land use planning and/or the interpretation of land use ordinances
o Preferred technical experience in survey and design of POWTS
• POWTS Inspector credentials required, or able to obtain within 1 year of hire.
• Possession of a valid driver’s license
• Listening, recordkeeping and filing proficiencies.
• Courteous and helpful customer service skills on the telephone, in-person, and in writing.
• Superior communication skills with internal and external customers.
• Proficient in computer operations, internet, data entry, and accounting systems including, but not limited to:
o MS Word, Excel, Publisher, Transcendent, Power Point, E- mail, Copier, Adobe Acrobat, ZOOM, Google Meet, and Word Press.
• Accurate and efficient typing skills at 40 – 50 words per minute.

Work Environment:
While performing the duties of this job, the employee works in both the inside work environment (office) and outside work environment. The employee may occasionally encounter individuals that may be under emotional stress. While working in the outside work environment, the employee is regularly exposed to outside weather conditions. The noise level in the inside work environment is usually quiet, but may be loud in the outside work environment.

Working Conditions:
Ability to work under safe and comfortable conditions with occasional exposure to temperature variations, odors, toxic agents, noise, wetness, disease and dust.
