Job Description:

This position is responsible for professional and technical work in the County’s Human Resources (HR) Department. The employee in this position is responsible for recruitment and selection, developing and implementing effective recruiting and staffing strategies to attract a diverse pool of qualified and skilled candidates. Accountable for maintaining compliance with all applicable federal and state employment laws and maintain the confidentiality of all employees & development-related information. Responsible for providing truthful and accurate written and verbal communications.

Essential Job Functions

Coordinates, facilitates, and implements phases of the recruitment process.
Collaborates with department managers to identify and draft detailed and accurate job descriptions in accordance with policies and procedures as well as maintain compliance with Federal and State law.
Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
Developing and placing job postings and advertisement processes.
Screens applications and selects qualified candidates; coordinates applicable testing.
Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.
Assists with the interview process, attending and conducting interviews with managers, and directors.
Collaborates with the HR Director during the offer process, identifying and recommending salary ranges, start dates, and other pertinent details.
Assist with orientations and following through with on-boarding process.
Prepares and conducts training programs for all employees as requested by the director.
Maintains prompt, predictable, and regular physical attendance.
Responsible for assisting with the Civil Rights Compliance Plan and working with the department heads in completing and submitting required documents to the State of Wisconsin.
General Job Functions

Responds to requests and questions from employees regarding benefits, leave programs, and policy information.
Performs research regarding labor markets, organizational needs and other matters as directed.

Training and Experience

Bachelor’s Degree in Human Resources, Business Administration or related field from an accredited college required. Extensive, recent Human Resources work experience and HR certification may be considered.
Five (5) or more years of recent related work experience in Human Resources, policy administration preferably in the public sector.
Current valid driver’s license required.
Professional in Human Resources Certification (PHR) strongly preferred.

Knowledge, Skills, and Abilities Required

Knowledge of generally accepted office procedures, technology and equipment; human resource laws, regulations and procedures and best practices; knowledge of labor agreement language.
Excellent ability to read, comprehend, and communicate, both verbally and in writing as well as effectively administer by written, and verbal communications.
Excellent interpersonal skills with good negotiation tactics.
Ability to analyze and interpret comprehensive job requirements.
Skills to develop and maintain cooperative working relationships with employees, senior management, department employees, county supervisors, county officials, and general public.
Excellent time management skills with a proven ability to meet deadlines.
Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
Proficient with Microsoft Office Suite or related software.
