POSITION SUMMARY:
This position performs professional human resources work in the areas of recruitment and selection, onboarding, offboarding, employee recognition, employee development and engagement, and employee relations support.

ESSENTIAL FUNCTIONS:

• Conducts full life cycle recruitment efforts for exempt and nonexempt personnel, internships, and temporary employees via appropriate agencies and leads the onboarding process for all departments.
• Develops and maintains good relationships with universities, technical schools, employment agencies and other recruitment resources.
• Identifies efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
• Partners with leadership in the development and implementation of recruitment and onboarding programs.
• Conducts exit interviews, analyzes data, and makes recommendations to management for corrective action and continuous improvement.
• Demonstrates diversity awareness and utilizes sourcing techniques that reach diverse populations. Actively champions diversity recruitment strategies.
• Advises hiring managers on internal and external recruitment and selection strategies.
• Determines criteria to be used in application selection process; assists applicants with application information.
• Prepares job postings and places notices in selected recruitment sources. Attends career fairs and other recruiting events.
• Provides various testing used with job applicants, interprets, and verifies results. Conducts interviews as determined appropriate, partners to establish interview panels; determines appropriate interview questions.
• Assists with employee hiring; negotiates offers, determines benefit package. Provides employee orientation; explains county policies, benefit packages and employment information to employees.
• Verifies employment request from banks and other institutions. Coordinates required pre-employment testing.
• Provides advice and assistance on policies, procedures, and legislation as it relates to recruitment and selection.
• Participates in Open Enrollment sessions annually and provides information on county benefit changes.
• Other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS
• Bachelor’s Degree in Human Resources or a closely related field.
• Two year’s previous experience working as a Human Resources Generalist with an emphasis in the areas of talent acquisition and training.
• One or more years’ experience working within a public sector union environment helpful.
• Experience working with an HRIS required (Oracle, People Soft, ADP or similar desired).
• Strong Reporting and Analytics experience desired.
• Must successfully pass criminal background check.

Posting Pay Range: $27.63-$37.56
Posting Expected Pay Range: $27.63-$30.50
