POSITION SUMMARY:
This position is primarily responsible for the day-to-day operation of Glen Hills Park and campground facility. This position is responsible for recreation and facility management, administrative activities, and lead worker responsibilities within the assigned park. This position provides guidance to other team members, plans and directs daily work activities, manages supplies and services procurement, and develops staff.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

-Provide day-to-day direction, supervision, training, and guidance to 4-8 seasonal employees. Effectively identify, prioritize, and delegate work responsibilities and tasks.
-Direct and supervise volunteers and campground host.
-Perform grounds maintenance activities including, but not limited to, mowing, snow removal/plowing, trail maintenance, use area maintenance, herbicide application, hazard tree and brush removal, and other related tasks.
-Identify seasonal staffing needs and requirements. Participate in the screening, interviewing, selection, and onboarding process. When needed, provide recommendations regarding employee disciplinary action and discharge to the Parks Administrator.
-Maintain and disseminate a seasonal employee work schedule. Approve employee timesheets and ensure proper reporting and submission.
-Greet and assist campers with park information and educate visitors regarding campground rules and regulations. Assist with campground reservations when needed.
-Oversee the daily campground operations and monitor the maintenance needs, security, and safety of the campground and its visitors. Develop, plan, and implement the Park’s Emergency Management plan.
-Adhere and assist in enforcing all County Safety Policies. Provide training and instruction to all seasonal employees.
-Provide recommendations to the Park Administrator and Director on annual budgets; forecast necessary funding for staff, equipment, material, and capital improvement plans.
-When needed, conduct the sale of admission passes, camping registrations, equipment rentals, and collection of revenue for other permits/merchandise. Prepare and submit daily property remittances and deposits. Maintain fiscal records using department software programs.
-Works cooperatively with other County departments, state and federal agencies, non-profit groups, citizen advisory groups, sportsman s clubs, recreational groups, and volunteers to promote the County Park System. Assists the Department and County’s marketing teams with public relation matters and marketing campaigns.
-Assists Community Development Director, Parks Administrator and department staff with planning, managing and overseeing park development projects, including writing, submitting and administering grant applications, proposals and reimbursements.
-Assist the Parks Administrator with preparing agreements and specifications for work and products provided by a contractor or supplier and monitoring the work to ensure compliance within specifications and County standards.
-Safely operate and maintain park vehicles/equipment (trucks/trailers, tractors and other heavy equipment, ATV s, snowmobiles, boats, front deck riding mowers, gas/electric power tools, stationary shop tools and other equipment, etc.).
-Maintain trails and signs to comply with regulations and standards to protect and inform customers.
-Perform annual procedures for all water distribution systems. -Inspect, maintain, and repair well houses, pressure tanks, meters, gauges, shut-off valves, sample points, pressure relief valves, and controls.
-Performs repairs to all buildings and park structures, including carpentry and woodworking, stone and masonry work, mechanical maintenance on systems such as steel doors, closers, and locks, to meet the program and property standards.
-Perform routine building cleaning to meet public health standards.
-Attends various meetings; prepare reports as requested.
-Enforces all park rules, regulations and the County Park Ordinance. Patrol the park property to ensure compliance, prevent fires and reduce vandalism.
-Assist in educational programs involving school groups, conservation groups, sportsmen clubs and the public.
-Performs seasonal park worker duties when needed.
-Maintain a valid CPR/AED/First Aid certification.
-Attend approved park and recreation related conferences, seminars, or trainings as directed.
-Other duties as assigned.

Parks Property Manager III

-This classification will perform additional collateral duties outside their initial scope of responsibility. Employees in this classification supervise the campground park facilities within St. Croix County.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE REQUIREMENTS

-Bachelor s Degree in outdoor recreation management, parks management, natural resources, forestry, recreation, conservation, construction management or other related field.
-Combined five (5) years of experience in park operations, park administration, and park maintenance or general light construction.
-Minimum of five (5) years of experience in a supervisory or leadership position.
-Wildland firefighting education or experience preferred.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENT

Additional certifications must be obtained and maintained as outlined below.

-National Playground Safety Inspectors License (obtained within one (1) year of hire).
-Wisconsin Boating Safety Certification (obtained within one (1) year of hire).
-FEMA weather safety course IS-271.A (obtained within one (1) year of hire).
-Incident Command system training completion to level NIMS 200 (obtained within one (1) year of hire).
-Commercial Pesticide Applicators license (obtained within two (2) years of hire).
-Snowmobile Safety Certification (obtained within two (2) years of hire).

Full Pay Range: $62,130 – $86,549/year
Expected Pay Range: $62,130 – 70,283/year
