Job Description:

Reporting to the County Executive, the Finance Director coordinates the planning and organization of financial and administrative functions within the Department and County. Performs related duties including establishing County policies, preparing and reviewing budgets, preparing financial reports, etc.

Hours for the role:

Monday 8:00 AM – Friday 4:30 PM

2nd & 4th Tuesday Board Meetings

Remote work is available but no more than 3 days/week

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Establishes, implements and monitors county-wide policies in financial procedures, fiscal reporting, accounting methods, budget preparation, debt administration, and cash management.
Provides financial analysis and recommendations on complex issues, opportunities and problems facing the county.
Plans, organizes, and supervises budget preparation activities; assists the County Executive in reviewing departmental budgets and preparing the Executive Budget; assists Finance Committee and County Board in its review of the annual budget; oversees final publication of the Adopted Budget.
Coordinates the financing activities of the County, which include debt management and other cost benefit financing arrangements.
Working in conjunction with the Finance Deputy Director, plans and organizes the preparation of post-audit schedules, activities, and reports for annual review by the County’s external auditors.
Works with the Deputy Director, Dept. & Board Relations and Risk Administrator in administration of the County’s risk management program, except for personnel benefits program.
Works with the Deputy Director, Dept. & Board Relations and Procurement Coordinator on administration of the County’s procurement program.
Oversees the County’s payroll program in conjunction with the Finance Deputy Director or Controller and Payroll Supervisor.
Provides advice, counsel, and direction to department heads to ensure effective administration and implementation of approved budgets, fiscal policies, plans, and programs.
Recommends changes in accounting methods and systems; oversees the installation of new accounting systems and procedures.
Provides periodic financial statements to the County Executive, County Board, and departments detailing the County’s financial condition.
Serves as an ex-officio member of the Finance Committee.
Serves as county representative on Joint Review Boards regarding consideration of TIF (Tax Increment Finance) Districts. In consultation with the Development and Land Services Director, provides recommendations to the Finance Committee on TIF District Plans/Plan Amendments.
Coordinates and supervises the maintenance of a county-wide capital asset inventory.
Prepares or directs the process for recovery of certain revenues due the County, including grants and miscellaneous fees.
Performs other duties as assigned.

Education/Certifications/Experience Requirements:
Bachelors degree in Accounting, Finance, or Business Administration and seven to ten years accounting and financial experience required.
CPA or CPFO preferred.
Or, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

Required or Preferred Skills:
Proficient in use of Microsoft Office: Word, Excel, Outlook, etc.
Ability to supervise, assign, and review the work of others, including Deputy Director Department & Board Relations, Finance Deputy Director or Controller, and Central Services Supervisor/Accountant.
Ability to make decisions regarding the selection, discipline, and discharge employees.
Ability to add, subtract, multiply, divide, calculate decimals and percentages, and use principles of algebra and statistical inference.
Ability to comprehend and interpret a variety of documents including budgets, insurance reports, time reporting, financial statements, etc.
Ability to prepare various documents including budgets, audit reports, procedure manuals, financial reports, performance evaluations, etc.
Ability to use and interpret financial and accounting terminology.
Ability to communicate effectively with staff members, department heads, other County staff, County Executive, Corporation Counsel, County Board Supervisors, IRS auditors, and Wisconsin Department of Revenue representatives, and others verbally and in writing.
