Job Description:

This position directs and maintains the County’s financial accounting system consistent with established governmental guidelines. The Finance Director is responsible for the overall direction of County’s financial system which includes guiding and maintaining the budgetary process, providing internal audit services, establishing uniform financial policy and procedures, maintaining the fixed asset system, and ensuring County departments adhere to established government accounting guidelines. The position is also responsible for the financial reporting and recordkeeping for the County.

Essential Duties:
Plans, organizes, and directs the operations of the Finance Department. Develops, implements, and monitors department goals and objectives. Establishes departmental policies and procedures. Hires, supervises, directs, evaluates, and coaches department staff.
Oversees the operation of the County’s financial system including maintaining the integrity and internal control of the financial software, and directing and administering payroll and accounts payable.
Establishes and maintains County-wide policies and procedures relating to financial management and debt administration.
Provides internal auditing services and consultation to departments regarding financial transactions, proper account distribution, and financial reporting requirements in compliance with applicable rules, policies and procedures.
Oversees the development and implementation of the County-wide budget, including the operating and debt service budgets. Assists the County Administrator in budget preparation for submission to the County Board of Supervisors by assisting in budget planning, formulating budget strategy, analyzing department budget requests, making recommendations, and producing a comprehensive budget document.
Oversees the preparation of detailed, complex and accurate financial reports. Ensures mandatory reports are prepared and submitted within designated time-frames. Oversees the preparation of the County’s Annual Comprehensive Financial Report (ACFR).
Supervises the year-end close by directing the preparation of year-end workpapers and related financial statements or information for both the annual audit and the indirect cost allocation plan.
Responsible for the annual audit and serves as the liaison to the independent auditors. Provides required information including correction of any audit deficiencies.
Oversees and monitors the County’s debt service including working with the Administrator on debt service projections, issuance of debt, review of the official statement, participating in rating calls, and future financing needs and options. Serves as liaison with the County’s bonding consultant.
Provides consulting services to the County Treasurer regarding the County’s investment portfolio, including developing investment policies and procedures.
Directs and/or performs a wide variety of complex financial analyses including costing, projections, funding analysis, etc.
Establishes and maintains effective working relationships with the County Board of Supervisors and Committees, County Administrator, State and local governments, local agencies, department managers, employees and the public.
Attends County Board of Supervisor meeting, when requested, committee, board and other meetings and as the County’s financial representative.
Oversee financial requirements and report submissions related to disaster events.
Performs other related duties as assigned.
Minimum Qualifications:
Bachelor’s degree in Accounting, Business Administration, Finance, or Public Administration. Master’s degree in Accounting, Business Administration, Finance or Public Administration or Certified Public Accountant (CPA) designation preferred.

A minimum of seven years related experience, including three of more years of supervisory experience, or the equivalent combination of education and experience to successfully perform the essential duties of the position.

Salary $41.62 – $47.56 Hourly
$86,569.60 – $98,924.80 Annually
