Director of Finance/Clerk-Treasurer

Position Profile:
The Village of Bellevue (pop. 15,935) is a progressive community within the Green Bay Metropolitan area and one of Brown County and Wisconsin’s fastest-growing communities, ranking Bellevue as the 5th largest community in Brown County and the 55th largest in the State.

Bellevue is seeking a Director of Finance/Clerk-Treasurer to perform the statutory duties of the Clerk and Treasurer and serve as the Village’s Finance Director. This position reports to the Village Administrator and collaborates with department directors to implement the Village’s fiscal strategy. They are responsible for department tasks such as budget development, financial management and status reporting, general accounting and payroll, debt management, utility billing and collections, tax billing and collections, voter registration & elections, and municipal licenses & audits, among other functions.

Minimum Requirements:
This position is an excellent opportunity for an experienced professional with knowledge of municipal financial management, code of ordinances, election procedures and records retention/release. A minimum of five years’ experience performing municipal finance, duties of Clerk-Treasurer, Deputy Clerk-Treasurer, Accountant or other comparable positions. A bachelor’s degree in accounting, finance, business administration, or a related field is required; a master’s degree is preferred but not required.

The ideal candidate will have exceptional analytical skills, including using data-driven methods and financial strategies to best navigate complex, changing landscapes. Significant technical expertise, including substantial budget acumen and accounting/financial experience. Remarkable ability to interpret Village operations and department compliance, including enforcement of applicable federal, state and local laws, ordinances and codes, and apply them to solve complex problems. Exemplary leadership skills are required to develop, coach, empower, motivate and manage staff.

Benefits:
This position is full-time exempt with a salary range of $77,247 – $96,000 and a complete benefits package. The position will be open until filled with a first review of applications on June 12, 2023.
