POSITION SUMMARY:
This position is responsible for the overall administrative oversight, visioning, leadership, planning, coordinating and management of the Community Development Department. Departmental supervision is exercised over all personnel within the department. This position provides professional work planning and directing County-wide planning, land use ordinance administration and enforcement, land information activities, services and programs, resource management activities, services and programs, and county park system administration, planning, and operations; serving as a professional staff support to various boards and committees, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Administrator.

ESSENTIAL FUNCTIONS:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
• Direct the work of and manages the staff of the Community Development Department. Interview and select new employees. Provide training and instructions and ongoing training needs. Provide coaching and/or counseling. Assign tasks, reviews work and prepares performance evaluations. Review and approve staff payroll. Coordinate use of time off. Recommend employee transfers, promotions, disciplinary action, and discharge.
• Defines and implements the goals and objectives for department programs.
• Manages staff services provided to the County Board, Community Development Committee and the Board of Adjustment.
• Provide leadership and management to all assigned staff. Audits work on a regular basis to ensure adherence to pertinent regulations. Directs staff on complex work and interpreting the application of policy and procedure.
• Analyze and evaluate existing unit objectives, goals, standards, priorities, policy and procedures.
• Research, recommend, develop and implement policy and procedures for operational effectiveness.
• Develop work plans and strategies to meet business needs-both short term and long term; develop and direct the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensure proper implementation and County conforms to related legislative requirements.
• Compile statistics and analyze data to monitor program performance, services, resource availability, and staffing needs.
• Develop, recommend, and implement annual departmental budget; forecast necessary funding for staff, equipment, material and supplies. Monitor budget throughout the year. Produces necessary reports for County, state and federal agencies.
• Manages grant application development and administration for County agencies and local government.
• Directs staff technical assistance to towns and municipalities within the County.
• Communicates and coordinates department operations with clients and customers.
• Coordinates program activities with County departments, regional planning, local governments and related state and federal agencies, and the general public.
• Oversees public hearings scheduling and makes presentations and recommendations.
• Provides advisory information to professional clients, the media and the general public.
• Manages and supervises the County land use regulations administration and enforcement.
• Oversees the land use ordinance analysis and amendments, along with the report creation.
• Reviews complaints and ordinance violations; consults with the Corporation Counsel Department to determine actions.
• Manages the County Comprehensive Plan and other department related plan development and implementation including research, analysis and implementation design.
• Oversees the development of new and revised language for County ordinances in conjunction with other County departments.
• Manages the County Resource Management services including land and water conservation planning, programs and activities; pursue grant funding; manage the County Environmental Education program development and implementation; and manage the County Recycling Program development and operation along with related solid waste activities.
• Manages the planning, operation, development and acquisition of County Park facilities including county forests, campgrounds, bike and pedestrian trails, picnic facilities, boat landings and beaches.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE REQUIREMENTS
• Bachelor’s degree in urban and regional planning, geography, natural resources, public administration or related field. Master’s degree preferred.
• Minimum of ten (10) years of professional experience related to community development (planning, land use, development activities, resource management, park systems, zoning, etc), preferably in government.
• Minimum of five (5) years of leadership/supervisory experience.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENT
• American Institute of Certified Planners Certification (AICP) preferred.
• Appointment will be conditional upon successful completion of a background check.

Full Wage Range: $98,272 – $136,150
Expected Wage Range: $98,272 – $111,169
