Position Summary

This position is responsible for clerical and bookkeeping support in the Treasurer’s Office. Employee works under little or moderate supervision.
Essential Duties and Responsibilities
Assume duties of treasurer as described in state statutes during absence or disability of official.
Receives all monies such as general receipts, real estate tax receipts, and all monies from all sources belonging to the County and all other monies which by statute or county ordinance are directed to be paid to the county treasurer.
Receipt, record, and balance daily for money received by county; Reconcile monthly receipts and disbursements; maintain balance of receipts and disbursements to reconcile with the finance department.
Reconcile all accounts with general ledger; reconcile bank statement monthly.
Collect real estate taxes, assist with tax settlements with taxing districts.
Responsible for receipting monthly sales tax and transferring funds into correct pool accounts.
Track credit card payments and direct deposits into and out of various bank accounts.
Keep records of PILT payments and track all payments.
Maintain and receipt interest and bank charges. Keep financial statements updated.
Process monthly clerk of court and probate deposits and create vouchers for the State of Wisconsin each month.
Handle printing and distribution of real property tax-related information including tax statements, mailing labels, and reports.
Answer questions of the public and direct the public to appropriate personnel.
Provide information to and assist assessors, landowners, realtors, appraisers, abstractors, prospective buyers, State and County agencies, etc. with property-related questions.
Maintain and files correspondence and reports. Maintain filing system according to established procedure.
Assist County Treasurer collecting taxes and requests for receipts, tax status, cash deposits, etc.
Responsible for individual cash drawer: balance out cash drawer with daily receipts; balance total receipts of office to bank deposit daily. Prepare daily bank deposits and deliver to bank.
Balance bank statements for general checking account, handle voided checks, prepare financial statement and outstanding check listing.
Assist in wiring money to and from various bank accounts.
Answer inquiries and research information at the counter and by phone using the computer terminal and printer giving payoffs and copies for realtors, financial institutions, attorneys, local treasurers, and appraisers.
Assist with mailing notices to property owners for current and delinquent taxes.
Coordinate information between local municipalities and County Treasurer’s Office.
Log in tax payment batches received for data processing. Balance with computer printouts advising treasurer of any differences or problems.
Maintain and disburse specials held in trust to local municipalities. Create a new book each year and balance monthly.
Complete vouchers for specials paid monthly and keep track of current specials.
Create and maintain office forms and form letters on computer.
Assist in calculating and inputting all mill rates for the printing of tax bills.
Assists in calculating and double checking all number of tax bills.
Assist in disbursing all County checks.
Process incoming mail.
Pick up and deliver mail to the post office.
Review and post lottery credits and mail out forms to taxpayers.
Collect MFL payments from local municipality.
Update cash flow and receipts in excel including all banking transactions, tracking voids and interest.
Related Job Functions
Ability to read and has a basic understanding of legal descriptions.
Responsible for working safely and following safety practices and standards of the facility; responsible for reporting and/or correcting any existing or potential safety or accident hazard.
Establish and maintain effective working relationships with co-workers and others.
Purchase inventory supplies for the Treasurer’s Office.
May take and transcribe minutes of meetings.
Perform routine clerical tasks such as sorting, recording, photocopying, and typing as required.
Attend staff meetings, training sessions, seminars, etc.
Perform related work as required or directed.
Physical Demands
Ability to sit, stand, and move around for extended periods.
Proficiency in keyboarding and using office equipment such as computers, printers, and copiers.
Capable of lifting and carrying light to moderate office supplies.
Visual acuity to read printed materials and view computers screen for extended periods.
Manual dexterity to operate office equipment and perform tasks such as filing and organizing paperwork.
Ability to communicate with the public and Vernon County staff in-person and on the phone.
May occasionally handle stressful situations and short deadlines.
Drives personal and/or county vehicle.
Involves minimal potential and/or direct exposure to blood or body fluids.
Education and Training Requirements
Graduation from an accredited high school or GED.
Preference for associate degree in related field with advanced technical training in bookkeeping/accounting/computer/office management or any acceptable equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.
Requires a minimum of four years of responsible clerical work involving bookkeeping.
Possession of a valid driver’s license and reliable transportation.
