As Assistant Highway Commissioner, you will assist in the preparation and review of construction plans, oversee capital improvement projects, and shape long-range infrastructure strategies. Your expertise will be instrumental in:
Directing the meticulous review of construction plans and drawings, ensuring adherence to engineering design principles and standards.
Enforcing applicable codes and regulations to maintain the highest levels of safety and quality in all projects.

The salary range for this position is $79,165 to $103,896 annually, with anticipated starting pay between $79,165 and $83,595 annually.
Primary Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
Assists with supervision of department personnel; plans, directs and coordinates work activities of employees and review project work.
Assumes the duties of the Highway Commissioner as directed or required as needed.
Assists with interviews of new employees and makes recommendations to Highway Commissioner for staffing needs.
Assist in preparing requests for qualifications and requests for proposals. Participate in engineering consultant interviews, evaluate qualifications and proposals, and recommend consultants for road and bridge project engineering.
Develop and prepare specifications and requests for quotations for construction materials and other contract services. Evaluate proposals/quotations, select and recommend vendors, and obtain required contract documents.
Assists with engineering practices and designs of highway projects.
Prepares long range Capital Improvement Plan, and provides advice on proposed improvements including cost estimates for long & short range projects and improvements of roads and bridges.
Develops and recommends annual budget to Highway Commissioner; forecast necessary funding for staff, equipment, materials, and capital improvement plans; monitors budgets throughout the year.
Reviews plans submitted by developers & consultants on various bridge, bike, utility improvement, parking lot, drainage projects, and related plans for compliance with municipal policies, ordinances, and specifications; reviews work in progress and upon completion to ensure compliance with plans.
Coordinates with project engineers, consultants, architects, and owners concerning detailed plans and specifications.
Completes the planning, design, and inspection of a variety of projects; give technical engineering advice to highway & county staff, town/village board members, & public.
Oversees and monitors Eau Galle Dam to ensure safety and compliance per Federal Energy Regulatory Commission standards.
Administers state and federal grants for infrastructure construction projects (STP, LRIP, Local Bridge Program, Safety Grants, etc.)
Manages local bridge program for Dunn County including County, Town, Village and City structures; inspects local bridges to ensure compliance of federal and state standards at met.
Prepares all applications and permits for the Wisconsin Department of Transportation, Wisconsin DNR, US Corp. of Engineers and any other approval/permit authority needed.
Prepares and reviews plans and specifications for improvements of County Highways in accordance with State, Local and Federal Standards.
Provides project management duties for local projects.
Performs basic hydraulic calculations for replacing drainage structures on local roads.
Manages highway right of way needs for highway improvement projects and manages right of way acquisition process as necessary.
Provides cost estimates for local Town & Village projects.
Assists with the local bridge aid program for reimbursement of drainage structures to local agencies.
Prepares road maintenance projects and cost estimates for crack fill, seal coat, pavement markings, sign replacement, drainage structures, pavement rehabilitation and any associated maintenance needs of county roads.
Coordinates and reviews contracted engineering services plans.
Prepares bidding documents.
Prepare GIS maps for project tracking.
Assists in updating the department website and social media sites with relevant project information.
Administers county highway permit program including driveway, utility, single trip and work within right of way permits to comply with County and State standards.
Performs speed studies and traffic data analysis.
Completes survey data for construction projects including road rehabilitation and bridge structures.
Completes traffic control & signing details conforming to MUTCD guidelines.
Oversees preparation of contracts and specifications for receiving bids and letting contracts for construction & maintenance; reviews improvement and construction costs and establish bonding requirements and inspection fees; reviews and approves estimates for payment and approve payments.
Responds to private citizens, elected officials, DOT personnel, consultants on a wide variety of questions regarding roads, bridges, maintenance, and construction projects.
Attends County, Town, WisDOT, and committee meetings and trainings, as necessary.
Preforms all other related job duties, as needed.
Minimum Qualifications
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
Bachelor’s Degree in Civil Engineering, Construction Management, or other related field.
Requires a minimum of three (3) years previous highway or engineering experience.
Professional work experience in highway department operations preferred.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
Prior to hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.
Valid driver’s license or the ability to travel between work locations.
Federal bridge inspection certification required within twelve (12) months from date of hire.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS In order to perform the duties of the Assistant Highway Commissioner position (listed above) the following knowledge, skills, and abilities are essential for Assistant Highway Commissioner to possess.
Knowledge of the principles and practices of civil engineering and surveying.
Knowledge of the methods and techniques of the construction and maintenance of highway and utility projects.
Knowledge of land and engineering survey methods and techniques and the ability to apply it in the collection of field data and design of projects.
Knowledge of estimating highway and highway projects.
Knowledge of equipment and materials used in highway and highway projects and winter maintenance snow removal.
Knowledge and ability to use a basic computer and the following applications and software: email, internet, word processing software (i.e. Microsoft Word), spreadsheet software (i.e. Microsoft Excel), drafting software, i.e. AutoCAD), GIS software.
Knowledge of current industry safety rules and practices that are required per the various regulatory agencies (OSHA, MSHA, etc.) Ability to apply rules and regulations to the department’s operations and ensure compliance.
Ability to use approved engineering methods and standards to assist in the design and inspection of assigned work.
Ability to prepare technical reports in connection with municipal highway projects.
Ability to establish and maintain effective working relationships with associates, subordinates, contractors, developers, municipal officials, and the general public.
Considerable knowledge of state laws and regulatory codes applicable to design and construction.
Ability to analyze and recommend solutions to complex engineering problems.
Ability to plan, organize, and direct the work of other staff if required.
Ability to establish and maintain effective and professional working relationships.
Ability to follow Dunn County policies and procedures including those pertaining to confidentiality.
Ability to manage time effectively, manage multiple projects, and complete work within established deadlines.
Ability to work the allocated hours of the position, significant overtime, and off hours.
Ability to problem solve and deal with a variety of situations.
Must be available for periodic call-ins during emergent situations.

WORK ENVIRONMENT

Duties are performed daily both in and outdoors under all weather conditions and include working in and/or around heavy construction equipment, high speed traffic, culverts, bridges, steep slopes, streams, and wetlands.
