Wage: $69,867.20 to $79,040/annually
CURRENT OPPORTUNITY TO JOIN OUR TEAM:
The Wood County Human Services Department, has an opening for an Administrative Services Division Assistant Manager. The purpose of this position is to supervise and coordinate all accounting functions within the department information system functions regarding human services programs. The work is performed under the supervision of the Administrative Services Division Administrator.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
-Plans, organizes and supervises the work of assigned fiscal services staff. Prepares and conducts annual performance reviews of assigned staff.
-Recommends for hire fiscal services staff, monitors work performance and productivity. Prepares performance evaluations and probationary reviews.
-Supervises preparation of payables for purchased services, administrative bills, and journal entries.
-Supervises Agency Contract Coordinator position, ensures timely, accurate contract communication with external vendors.
-Assists in financial operations, budgeting and general administration. Assists in planning for changes in procedures and new programs. Monitors budget activity and department contracts with vendors.
-Supervises activities related to petty cash account, credit card utilization, agency held gas cards, travel vouchers and deposit of cash and checks. Monitors staff to ensure policies and procedures are followed.
-Supervises Human Services balance sheet accounts which includes overseeing the development of monthly financial statements, creation of journal entries for the department and insures the integrity of the general ledger accounts.
-Supervises monthly preparation of state and federal reports related to human services including GEARS, Sparc, Youth Aids, Energy Assistance and FSET program.
Works with Administrative Services Division Administrator to ensure fiscal requirements of the Northern Income Maintenance Consortium (NIMC) are meeting all fiscal and contractual requirements. Compiles and prepares fiscal reports for 12 counties in NIMC. Prepares NIMC payments to partner NIMC counties. Attends NIMC meetings as a fiscal representative.
-Strong involvement with yearend cost reporting for the Department Long Term Support Program, Intoxicated Driver Program, various DHS & DCF state contract funded programs, Block Grants, NIMC, various Community Resource state contract funded programs, Wisconsin Medicare Cost Report for Community programs, Nursing Home Medicare and Medicad cost reports, and State Mandated Agency Expense and Revenue Reports
-Reviews upcoming funding opportunities, implementing financial changes as required.
-Under the supervision of the Administrative Services Division Administrator, reviews provider agency audits annually and assists auditors in carrying out the county-wide audit.
-Supports the Mission, Vision, and Value Statements of the Department and works toward stated goals.
-Responsible to know and practice the Safety policies of the County. Perform all job tasks in a safe and prescribed manner
-Must be familiar with and exemplify the Wood County Core Values and serve with courtesy and respect in accordance with the Wood County Code of Conduct.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.
-Serves as Administrative Services Division Administrator’s designee.
-Participates in management meetings as needed.
-Facilitates unit meetings as assigned and participates in the development of unit goals.
-Performs fiscal reporting tasks when necessary.
-Other duties as assigned.
EXPERIENCE, TRAINING, QUALIFICATIONS
Bachelor’s Degree, three to five years of progressively responsible accounting experience, preferably in a human services or healthcare agency, with supervisory experience preferred or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
