What are some of the primary job duties?

General Accounting:

Coordinate the compilation of financial schedules/reports and prepare financial information for the basic financial statements and annual state report.
Complies information, reviews balance sheets, and prepares reconciliations for various general ledger accounts with other departmental or institutional documents.
Identifies, reviews, and/or prepares journal entries for month end closing.
Provides documents for internal and external auditors and assists with the collection of financial data as required including the preparation of work papers for annual audit.
Assists in the preparation of the annual budget including preparation of salary and fringe projections, compilation of data, data input of departmental line item budgets, analysis and review of departmental line item amounts, and preparation of special financial information as required by Assistant Finance Director.
Payroll Administration:

Coordinates and ensures compliance of the financial activity for other County departments as it relates to payroll. Advises departments relating to payroll policies and procedures. Ensures smooth day-to-day operations of payroll activities. Communicates with Human Resources payroll errors/problems and recommends corrective actions.
Participates in discussions and makes recommendations of confidential collective bargaining matters, including participation in collective bargaining negotiations, with Human Resources department. Analyzes wage date information and salary projections used in bargaining matters and contract negotiations with Human Resources department.
Reviews, reconciles, and approves the bi-weekly payroll data submitted by county departments to ensure compliance with collective bargaining agreements, federal and state law, and Human Resources policies.
Reconciles and ensures proper filing for related monthly, quarterly, and annual reports, such as tax reports and IRS regulations and reporting (W3 form and W2 forms).
Accounts Payable Management:

Coordinates and ensures compliance of the financial activity for other County departments as it relates to centralized general ledger and accounts payable. Advises departments relating to accounts payable and general ledger policies and procedures. Ensures smooth day-to-day operations of accounts payable activities.
Coordinates and ensures compliance with 1099 IRS regulations and reporting requirements, including reconciling and filing the 1099 IRS forms. Reviews new rules and regulations affecting accounts payable. Coordinates necessary changes for implementation.
Reviews and approves bi-weekly accounts payable for payment. Ensures proper expenditure coding, support documentation, and adherence to applicable County policies and procedures.
Prepares the accounts payable selected items to be paid and communicates to the Treasurer’s Office to process payments and the Finance Treasury Coordinator to post the cash disbursements journal.
Maintains information related to county assets by reviewing invoices and recording appropriate information to maintain the fixed asset system. Assists in inquiries and procedures related to fixed assets.
Supervision of Staff:

Interviews, recommends hiring and termination, supervises, motivates, evaluates and disciplines staff either directly or by delegation.
Ensures staff training.
Interprets and clarifies program information. Provides direction to finance supervisors for new initiatives and programs.

What are the minimum qualifications?

Bachelor’s degree in Accounting, Business Administration, or related field required.
Two years’ experience in an accounts payable and/or payroll function required.
Two years of staff supervision preferred.
Payroll and benefits administration involving union collective bargaining agreement experience preferred.
Knowledge of governmental accounting preferred.
Ability to successfully pass a criminal and financial background check.
Any combination of education and experience that provides the required knowledge, skills and abilities.
