Job Description:

Basic Function
Perform work of considerable complexity in planning, organizing, and managing the accounting operations of the County, requiring a thorough knowledge of professional and governmental accounting principles and procedures.

Essential Duties
Supervise, train, and evaluate the work of professional, technical, and other staff responsible for accounting, financial reporting and analysis for the County using generally accepted processes and procedures including Generally Accepted Accounting Principles (GAAP).
Assume management responsibility and coordinate and review the work plan for assigned functions, services, and activities, and assign work activities and projects.
Supervise the recording and maintenance of County financial data to general ledgers, subsidiary ledgers, and support schedules in accordance with the standards, guidelines, and requirements of general and governmental accounting.
Manage year-end closing and the coordination of the annual audit of all financial activities with other County departments and the County’s external auditors.
Manage the preparation and maintenance of financial reports, statements and schedules, including the County’s Comprehensive Annual Financial Report (CAFR) in accordance with GAAP.
Monitor and review changes to relevant federal and state laws and regulations; develop, recommend and implement changes to County policies and procedures to ensure compliance with accounting standards and financial reporting requirements, including statutes pertaining to public funds and Governmental Accounting Standards Board (GASB) pronouncements.
Prepare and file all required State and Federal financial reports.
Provide assistance to County departments regarding accounting policies and procedures in resolving complex accounting and financial problems.
Reconcile expenditures with budget appropriations and make adjustments resulting from budget revisions.
Assist the Finance Director in the issuance of general obligation bonds to fund major project and capital expenditures. Perform all accounting requirements to properly track and report the use of the proceeds, and assure the timely and accurate payments of the debt service (principle and interest).
Analyze data to identify expenditure and revenue trends for purposes of long-range financial planning.
Verify all account balances and control records.
Maintain property, plant, and equipment records for the County.
Maintain records of internal transfers on a current basis, also balances and encumbrances of non-lapsing accounts.
Perform other duties and special projects as assigned.
