Sheboygan County Clerk Julie Glancey Named 2012 “WCA Friend in County Government”

“Among the Best in Our State”

After 18 years of serving the citizens of Sheboygan County as county clerk, Julie Glancey was named as this year’s recipient of the Wisconsin Counties Association’s (WCA) “Friend in County Government” award.

This is the highest honor given by the Association to an individual who has performed outstanding service not only in their own county, but also for the Association and counties statewide. Ms. Glancey, who will retire from Sheboygan County when her term ends January 6, 2013, was honored September 24, 2012 at the WCA Annual Conference in La Crosse County.

“The role of clerk is imperative in the day-to-day operations of a county and Julie Glancey is among the best in our state,” said WCA Executive Director Mark D. O’Connell. “Her role as a dedicated public servant to the citizens of Sheboygan was exemplary and we are proud to recognize her years of dedication and service with the ‘2012 Friend in County Government Award.’”

Julie was the deputy clerk for 10 years prior to being elected county clerk. She also previously worked in other Sheboygan County departments, bringing her total service to nearly 40 years. In addition, she has helped the county board work through three redistricting efforts, making her one of the most experienced, if not the most experienced, county official in Wisconsin when it comes to redistricting.

“Julie has been a tremendous resource to her fellow clerks, the Wisconsin County Clerks’ Association and WCA,” said O’Connell. “When WCA was looking for county officials to provide guidance on the redistricting process, the word came back from everyone we talked to around the state that we should ask Julie Glancey; she would have the answers.”

Julie was also a leader in getting the word out to make sure people participated fully in the Federal census. Once they were engaged, she would then walk people through the census process and redistricting timetable.

“Julie offered guidance on best practices in the actual redistricting process — whether to hire a consultant, suggestions on how to work with other local governments and finally, how to get everything in place,” said O’Connell. “She did this in a non-partisan, solutions-oriented way.” 

Julie also served as president of the Wisconsin County Clerk’s Association from 2005-2006.

“Julie was always ‘a voice of reason’ and a calming influence when controversial issues would come before the Association,” said Marge Bostelmann, the Green Lake County Clerk. Over the years, Julie has been a mentor to many other county clerks. Lisa Freiberg, from neighboring Fond du Lac County, says whenever she had a question about anything in the clerks’ office, “I’d call Julie. She was always the person you’d call when you were trying to figure things out, and, for her, there were no dumb questions. I’m really going to miss her.”

“Julie is one of the bright stars of county government and brings a lot of energy to the job.  From coordinating the business of the county board to being a statewide leader for redistricting and complex elections, her knowledge, professionalism and presence raised the bar for all of us,” said Sheboygan County Administrator Adam Payne. “It has been a privilege to work with Julie. Her dedicated public service and contributions in Sheboygan County are outstanding.  Julie made a difference.”

Sheboygan County Board Chairman Roger Te Stroete said Julie will be greatly missed.  “I think Julie Glancey is one of the best County Clerks in the state.  She has been a great asset to the County Board and Sheboygan County.”
